10/22/09 Funding approved for new Missouri State Highway Patrol Radio System

  • JEFFERSON CITY, Mo. -- Missouri is moving ahead with a plan to improve the radio system used by the State Highway Patrol and other emergency responders. The state awarded a contract to improve the communications network to Motorola Inc. shortly before Gov. Matt Blunt left office in January.

But that contract was delayed because of uncertainty over funding and a protest by a losing bidder. The protest was denied, and Gov. Jay Nixon this summer trimmed the funding approved by lawmakers for the project from nearly $112 million to about $87 million.

Office of Administration spokeswoman Lori Simms says that contract now is proceeding. She says engineering work is under way, and officials from the state and Motorola are assessing which existing radio towers can be used for the project.

  • Two weeks after taking office, MIssouri Gov. Jay Nixon has ordered a halt to a statewide radio contract just awarded to Motorola by the outgoing governor. The decision prompted Jim Lundsted, former Highway Patrol telecom engineer and the state's interoperability officer, to resign his position. Nixon said he is still committed to building an interoperable radio system, but that he wants to review all long-term contracts. The $81.7 million winning bid was much less than the $180 million the state expected to pay for state-wide coverage. I have the gift of living next door to one of the commanders of the highway patrol here in Missouri and he is a real nice guy. Here is some information you can put with the map since it is hard to read. The information that was sent in on Troop C has totally changed and my neighbor was kind enough to give me the information on the other troops covering the state. There are zone numbers missing and skipped in each troop this is due to cutbacks and redrawing due to population was his statement.

This numbering system is used throughout the Department of Public Safety. Highway Patrol badge numbers now include the 1200 series, as shown below. Previously only Water Patrolmen had these numbers, but due the growth of the Highway Patrol, the two agencies numbering now overlap. Unit #s Type of Unit Weigh Stations: First Digit indicates Troop Second Digit indicates weigh station number Direction of travel follows second digit (Example: "C5 North" = Troop C Weigh Station #5, Northbound lane)

911 Dispatcher Requirements in Missouri

  • Missouri dispatchers may fall under the authority of one or more organizations — Missouri recognizes multiple types of dispatch and has set minimum standards for each.
  • Missouri agencies often set standards higher than mandated by law and require multiple trainings. Trainings are brief and are typically completed post-hire. A prospective dispatcher will need a more general set of attributes before hire.
  • Dispatchers may work in various settings including Public Safety Answer Points (PSAPs) and health centers.

Training Requirements

  • The Missouri Department of Public Health and the Missouri Department of Health and Senior Services are the state’s standard setters.
  • The Department of Health and Senior Services mandates that Emergency Medical Dispatchers be certified. Emergency medical dispatch programs must, at minimum, meet requirements set by the United States Department of Transportation, or DOT. The DOT curriculum is available online (https://www.ems.gov/projects/ems-education-standards.html).

The Missouri Department of Public Safety recognizes four types of PSAP telecommunicator role (https://revisor.mo.gov/main/OneSection.aspx?section=650.340):

  • Fire telecommunicator
  • Police telecommunicator
  • Emergency medical services telecommunicator
  • Joint communication center telecommunicator (works in a setting that handles multiple types of emergency communications)

The minimum DPS-mandated training is 16 hours for fire, police, or emergency medical services telecommunicators (https://revisor.mo.gov/main/OneSection.aspx?section=650.340). It is 40 hours for joint communication center telecommunicators. Professional association APCO International notes that a fire, police, or medical services telecommunicator is considered qualified based on completion of a 40-hour program. Training must be completed through an approved provider.
APCO International and the Missouri 911 Directors Association report the following among the approved providers:

  • APCO International
  • National Academies of Emergency Dispatch (NAED)*
  • National Emergency Communications Institute (NECI)
  • Public Safety Group
  • APCO is a very well-known provider that frequently offers courses in cooperation with local agencies.
  • The Advisory Committee for 911 Service Oversight may waive the usual training requirements for an out-of-state telecommunicator who had training in another state, provided the training was at least at the level Missouri requires (http://s1.sos.mo.gov/cmsimages/adrules/csr/current/11csr/11c30-13.pdfEditSign).
  • Training is ongoing. Missouri telecommunicators are expected to have, at minimum, 24 hours of training every three years.

Agency Trainings

  • Additional certifications may be necessary for some duties. Among the many certifications that agencies frequently reference is the Missouri Uniform Law Enforcement System (MULES).
  • Public safety agencies may have their own in-house programs that include far more than what is mandated. The St. Charles County Department of Dispatch and Alarm, for example, provides seven weeks of classroom training (https://www.sccmo.org/). The training incorporates both the APCO International general 40-hour telecommunicator training and the APCO International 32-hour fire telecommunicator programs. St. Charles telecommunicators receive 40 hours of continuing education a year.

Regional Justice Information System (REJIS) Commission

Regional Computer-Aided Dispatch (RCAD)

  • Regional CAD Service using Motorola Premier One with subscriber agencies.
  • The exchange, interchange and processing of itemized criminal justice information, statistics and records pertaining to crime, criminal data and the courts, and for the acquisition, collection, classification, preservation and exchange of said itemized information in conjunction with information systems of the Federal Bureau of Investigation, the Missouri State Highway Patrol, the Missouri Supreme Court and other authorized criminal justice agencies
  • REJIS certification can be obtained from the St. Louis Police Academy located in the city of St. Louis, Missouri. REJIS is a data-driven organization that provides employment for approximately 150 individuals and their aim is to support those law-enforcement individuals who need data solutions to keep individuals safe and secure. Specifically, REJIS is an information system that can be virtually accessed to provide information to individuals in law enforcement and courts at the various levels of the government, including federal, state, county, and local. REJIS is operated in and around the city of St. Louis, Missouri, in three additional counties in Missouri, and four counties located in the state of Illinois. REJIS certification offered by the St. Louis Police Academy takes approximately one week to complete and is often a requirement for jobs, such as Police Dispatcher, related to obtaining access to the information contained within REJIS.

Missouri Uniform Law Enforcement System (MULES)

  • As of July 31, 2019, Missouri Uniform Law Enforcement System (MULES) is the primary provider of criminal justice information. Due to MULES requirements, KCPD can no longer provide criminal history services. MULES is the custodian of records of criminal history data for the state and provides an on-line public service to obtain certified criminal history records. Enclosed you will find a Memoranda of Understanding (MOU) and a copy of the established operating parameters for FIXED and MOBILE use of the Missouri specific multi discipline interoperability channel, 154.680 MHz MTAC. The MTAC channel is to be utilized primarily as a multi-discipline “calling channel” for Missouri’s first responder community and to promote communication between MTAC users in the field (mobile) and in Missouri’s PSAP/fixed dispatch community.. The term “multi discipline” infers that this channel, as indicated in this document outlining operational and technical parameters for the channels FIXED and MOBILE use, is to be used by all public safety users to communicate to users within their discipline (Law Enforcement to Law Enforcement, Fire to Fire, etc.) as well as across other public safety disciplines (Law Enforcement to Fire, Fire to Local Government) as well as between all MOBILE and FIXED MTAC users. Missouri Public Safety Answering Points (PSAP) and other public safety dispatch facilities will monitor the MTAC channel at all levels of government 24 hours a day, 7 days a week throughout Missouri as a primary use of the MTAC channel. Non 24/7 use will be on a secondary basis. Those fixed facilities monitoring the channel will answer all calls received on MTAC and will coordinate the usage of the channel and any contention resulting from use of the channel with agencies within their community. The channel is not to be utilized within a single agency for day-day operations but can be utilized to promote inter-agency communications in conjunction with Incident Command Structure (ICS) operations during multi-agency training and exercise events. Previously allocated FCC interoperability channels assigned for inter-system sharing (Law Enforcement Mutual Aid, Fire Mutual aid, EMS HEAR channel etc.) within certain disciplines should continue to be used by Missouri’s First Responders to facilitate communications within their respective discipline.

The Missouri State Interoperability Executive Committee requires this channel to be utilized under an Incident Command/Incident Management structure where channels are used as resources to accomplish the communications function at specific incident(s). Eligible entities within the Public Safety Radio Pool include, but are not limited to, agencies under the following categories, per FCC 90.20

To use the MTAC channel for FIXED use in Missouri complete the online Memorandum of Understanding for FIXED operation of MTAC. Save a copy of your signed agreement for reference along with the guidelines herein for use of the channel below. The FIXED site will be licensed by the State of Missouri at the transmitter location. To use the MTAC channel for MOBILE use in Missouri, complete the online application section for MOBILE use.
