Monitoring
This system uses a pre Phase 2 (TDMA) modulation scheme that, although talkgroups can be identified, cannot be decoded by any scanner out of the box. Talkgroups that revert back to a Phase 1 scheme can be decoded in the usual manner.
Currently the only way to decode a Phase 2 talkgroup is to use a discriminator tapped scanner, and the Digital Speech Decoder. Please see the article for more information.
