Champaign County METCAD MDICE

System Notes

• All public safety agencies in Champaign County are using the MDICE system as of September 28, 2008.
• Most Police talkgroups (excepting the UIPD/UPD/Sheriff Dispatch talkgroup, Champaign PD Dispatch, Rantoul PD Dispatch, Parkland PD Dispatch, Courthouse Security and some of the event talkgroups) are 100% encrypted.

Timeline

• Mar 23, 2007 - new 285' tower is erected at METCAD
• Mar 27, 2007 - METCAD granted FCC license for the new MDCIE system WQGQ800
• May 23, 2007 - System begins transmitting and first transmissions are heard on TG: 21002
• Jun 2007 - Testing continues daily on TG 21002
• Jun 18, 2007 - METCAD posts the public safety talkgroup layout on its website
• August 21, 2007 - Sheriff's Department is now using MDICE radios ('Patrol 2' - TG 21501) which is cross-patched with 453.900/453.150.
• August 26, 2007 - Nearly all the Urbana PD and U of I PD officers are using MDICE radios, but their TG is still simulcast over 453.900/453.150. There is currently one full-time patch between UHF and MDICE, and two others as needed:
  • 453.150/453.900 = PATROL 2 (21501) {full-time}
  • 453.975 = INCIDENT 3 (22503) {as-necessary}
  • 453.250 = INCIDENT 4 (22504) {as-necessary}
• Sep 24, 2007 - Champaign PD is now using MDICE exclusively with dispatch on PATROL 1 TG 21500. 453.400 is now silent.
• Oct 23, 2007 - 453.150 is no longer simulcasting MDICE. Unsure of exactly when this quit, however, 453.900 still simulcasts Patrol 2 from MDICE.
• Nov 14, 2007 - It's been noted that the 453.900/PATROL 2 simulcast is no longer active. 453.900 is now silent.
• Nov 29, 2007 - TG 21532 "COURT SECURITY" is now being used by the deputies covering the courthouse.
• Dec 17, 2007 - Parkland College PD now uses MDICE TG 21505.
• Jan 29, 2008 - Urbana and Champaign Fire moved operations to MDICE this morning. Paging still occurs on 154.070 which isn't simulcast on MDICE. Fire responses have been on TG 22000 FIRE OPS 1.
• Jan 30, 2008 - 154.070 is being simulcast onto TG 22012 FIRE DISPATCH
• Spring 2008 - Weather spotters are now using MDICE TG 21204 WEATHER for storm spotting reports
• Aug/Sep 2008 - Testing is ongoing on TG 22006 FIREGROUND 5 with rural fire departments trying out their new radios.
• Aug 31, 2008 - METCAD has updated some of their talkgroup listing at their scanner information page
• Sep 9, 2008 - Rantoul PD moved to MDICE TG 21504.
• Sep 28, 2008 - Rural Fire Departments began using MDICE, all Public Safety agencies across Champaign County are now using MDICE (Source: METCAD)
• Sep 28, 2008 - Rantoul FD is now using MDICE
• Sep 29, 2008 - Urbana Public Works, who formerly used the 453.525 repeater, began using MDICE TG 22705
• Oct 7, 2008 - Urbana Parking Enforcement Division, who formerly used the 453.525 repeater, began using MDICE TG 22714
• Oct 15, 2008 - Champaign and Urbana Public Works are scheduled to join MDICE by this date.
• May 8, 2009 - Pro Ambulance using MDICE TG 22018 for its operations
• May 13, 2009 - METCAD was rebanded -15 MHz. Outputs are now 851-854 MHz rather than 866-869 MHz.
• Aug 7, 2009 All Fire Paging for whole county including Champaign and Urbana on 154.250.
• Winter 2009-2010 - Champaign County Highway Department is using MDICE for it's operations.

• 22706 transmissions logged from and Urbana PW radios. Probably PW OPS 6.

Encrypted talkgroups

• 21205 unidentified, encrypted
• 21250 used by weather spotters radios; only encrypted transmissions logged
• 21511 used completely by Parkland College PD ; probably "PATROL OPS 6"
• 21512 referred to as “Special Teams 1” by CPD units before switching to this TG, encrypted
• 21513 unit on TG 21501 told another unit "switch over to my channel" and they went to 21513
• 21515 used completely by county sheriff radios
• 21518 unidentified encrypted
• 21527 used completely by CPD radios; heard 6/7/12 when CHAMPAIGN SWAT was having training
• 21528 used completely by CPD radios; {total speculation...CPD SWAT 2??}
• 21529 unid - encrypted (12/07) used by PATROL 2 department radios - SWAT/METRO team?; used during numerous METRO SWAT deployments
• 21530 used by UPD and UIPD radios - SWAT/METRO team?; {total speculation...METRO SWAT 2??}
• 21531 used completely by county sheriff radios
• 21539 always encrypted
• 21540 affiliation from RPD radio, encryption heard, possibly an investigations TG
• 21542 always encrypted
• 22020 logged as encrypted via Pro96com
• 22021 Pro96com showed the radio IDs in Pro's sequence. TG always is encrypted.
