The only thing confusing is Lancaster County-Wide Communications (LCWC) is: it is one of the few, Agencies in Country with the proper agency name. I have yet, to see any others listed as "...." County Public Safety, Health and Services, the previous LCWC page directly linked the Opensky System that has been deprecated for a while, and the Phase I system has been operational for a few years, more than ample time for an anyone to change.

Such as with the Pro-96/2096 settings Base: 476.0125, Offset: 0, Step: 12.5, Unidens need the "Low" & "High" frequency 512mHz as well.
