| − | Feel free to merge the content if you wish. It's totally dependent on how folks construct their articles, and I'm trying to avoid having orphans all over the place. I'd much rather have several related articles in a few sections within a single page (which is then real easy to clean up) rather than have them scattered all over the place.

When there's a lot in a list (like a list of counties), for ease of maintenance, I would recommend putting the list on a separate page. But I'm not mandating anything - that just seems to be the way things are going.
