I'm confused. How does the heading "Florida Counties" not have an enumerated list of counties under it, while other headings have enumerated counties and agencies under them? Seems like an unnecessary level of indirection that doesn't accomplish a positive purpose. Please explain.

Feel free to merge the content if you wish. It's totally dependent on how folks construct their articles, and I'm trying to avoid having orphans all over the place. I'd much rather have several related articles in a few sections within a single page (which is then real easy to clean up) rather than have them scattered all over the place.
 
 
 
Use whatever approach suits you. Most seem to be keeping a separate list of counties simply because there are so many of them. When there's a lot in a list (like a list of counties), for ease of maintenance, I would recommend putting the list on a separate page. But I'm not mandating anything - that just seems to be the way things are going.
 
 
 
By the way, by policy (see the '''users guide'''), please don't use the talk pages. We have email and forums - the only reason I saw your question is that I check the changes log. Giving me an email or private will get my attention a lot quicker.
