There is an LM (Land Mobile)version of this radio that is type certified for commercial use in the global market. That doesn't mean it's legally available in the US, but there are several here, and in fact, I have one that was bought at a ham fest and represented as a "Ham" unit. The ID/serial tag is the giveaway as it's different.

Virtually the only visible physical difference between the LM and the amateur version is that the LM version has a different standard mic and an internal surface mount resistor installed that disables the VFO function, which in turn eliminates any keypad programming options and functions. For "ham" use (VFO operation), the offending resistor can be removed.

Information can be found on the ICOM website under Land Mobile Radios as of Oct 2008. http://www.icom.co.jp/world/products/land_mobile/mobile/ic-v8000/option.php?PDNM=ic-v8000#pageup
