Future Plans

In an effort to consolidate information about the implementation of future radio systems, specific to certain areas, this section will be open for revision, citing information from documents linked above and external sources, in order to better guide discussion.

When posting information, please relate it to the specific area (City, County, Multi-County or Council of Gov't), and reference where the information was found.

Fort Worth Regional Radio System Master Plan

Harris County Regional Radio System, HCRRS

HCRRS is implementing a Motorola SmartZone 7.X, P25 compliant 700/800 MHz wide area trunking system. The Disaster Recovery Site in Conroe, Texas, serves as the Emergency Operations Center. This trunking system will serve a 13 county area, within FCC's Region 51 planning zone. These counties are: Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, & Wharton. The implementation is broken down in to four phases, outlined below:

  • Phase 1- Add microwave link radio connectivity to all existing SmartZone 4.1 Sites and ASTRO P25 Repeater Sites.
  • Phase 2- Implementation in Counties:
    • Brazoria County (Multicast/Simulcast)
    • Chambers County (Multicast)
    • Fort Bend County (Simulcast)
    • Galveston County (Multicast/Simulcast)
    • Harris County (Multicast/Simulcast)
    • Waller County (Multicast)
  • Phase 3- Implementation in Counties:
    • Liberty County (Multicast)
    • Montgomery County (Simulcast)
    • Walker County (Multicast)
  • Phase 4- Implementation in Counties:
    • Austin County (Multicast)
    • Colorado County (Multicast)
    • Matagorda County (Multicast)
    • Wharton County (Multicast)


Houston Urban Area Security Initiative

According to Texas PSIC Grant Awards as of September 30, 2008, (page 4), Houston will be migrating to a 700/800MHz P25 trunking system, incorporating 10 sites with repeaters and simulcast equipment. This will support full interoprability with Harris County Regional Radio System.

San Antonio Urban Area Security Initiative

According to the AACOG grant worksheets linked above, San Antonio will be implementing a P25 700MHz overlay, capable of interoperability with Texas DPS, the future 700MHz I-37 Corridor Project to Corpus Christi, the future 700MHz I-35S Corridor Project to Laredo, the future 700MHz LCRA overlay and the Live Oak P25 800MHz trunked system. By interconnecting with LCRA through a 700MHz overlay, San Antonio plans to achieve interoprability with Austin, and through Austin, HCRRS and ETMC.

  • In 2004 the national VHF, UHF, 700 and 800 MHz interoperability channels were added to this plan.
  • In 2009-2010 the national channel names were changed to reflect the APCO/NPSTC standard channel names.

  • Typically up until the late 1990's or so, the first four (or only) channels in most law enforcement agency radios were configured as follows:
    • Channel 1 - Primary dispatch repeater
    • Channel 2 - Talkaround or alternate repeater
    • Channel 3 - Intercity Mobile
    • Channel 4 - Intercity Base
  • DTMF selective calling was used by law enforcement base stations in some areas on 155.3700.
  • DTMF or rotary pulse dial selective calling was used by ambulances and hospitals in some areas on 155.3400.
