Overview

Westchester County operates a Project 25 (P25) Phase II trunked radio system used by the Department Of Emergency Services, Department of Public Safety, and County Transit.

In February of 2021, after 4+ years of planning and implementation, the county upgraded from the analog trunked system to a digital P25 Phase II trunked system. On February 3rd, 2021, at exactly 12:00 pm, the old analog system was deprecated, and the new P25 system (A66, by its unique system ID) was placed into service.

For DES (Department of Emergency Services), the system is intended for general and mutual aid operations used by all Fire/EMS users in the county. Most talkgroups are unencrypted, except for several private talk groups and hospital notification talkgroups. Most Fire & EMS agencies in the county are primarily dispatched by 60 Control on 46.26 MHz or the newer UHF paging channels. After the initial dispatch on 46.26 MHz/UHF paging, most operations are moved to the corresponding talkgroup on the P25 trunked system. Departments with their own local frequencies may remain on their own frequency for operations and use the trunked system for mutual aid and other interoperability purposes.

The new P25 system includes twenty talkgroups, shared between Fire & EMS agencies and used as responders' primary incident communication method. Though many departments remained on the same talkgroup assignment as before, some were moved to separate talkgroups based on traffic level – for example, New Rochelle, Mount Vernon, and Yonkers all received individual talkgroups for their use. Six additional talkgroups, labeled Trunk Ops 1 through 6, are used for tactical operations to avoid clogging the primary Fire/EMS talkgroups. Finally, thirteen hospital talkgroups are included for EMS units to communicate directly with hospital personnel. However, all hospital talkgroups are now fully encrypted, meaning that they cannot be listened to by non-subscribers.

For DPS (Department of Public Safety), WCPD does not actually operate on that system natively despite having talkgroups on the trunked system. TG 383 is patched with WCPD F1 155.31 VHF & TG 385 is patched with F3 155.55 VHF. Both talkgroups might come and go based on subscriber affiliations on either cell, so they might not be active full-time. Additionally, TG 387 is for WCPD units and Park Rangers operating at Playland Park in Rye. Finally, the countywide hotline is currently a private Zello network (Often called "Countywide 1"). Most Westchester County police agencies have a primary Android phone in the car or at the desk for access to the network. This network was being patched to TG 389, and traffic is clear/unencrypted. However, the hotline is also being rebroadcasted on TG 391, which is encrypted. As of February 2024, it appears that all hotline traffic is being broadcasted on TG 391 Hotline Secure, and traffic has been seized on TG 389.

For County Transit, the system is intended to be used by the entire fleet of Bee-Line busses to communicate to dispatch. As well as the supervisors and maintenance workers of Liberty Lines Transit to ensure all busses are working safely and properly. Every transit talkgroup is unencrypted, and the exact use of each talkgroup is unknown at this time.
