MDICE - METCAD DIGITAL INTEROPERABLE COMMUNICATIONS ENVIRONMENT
Urbana PD, U of I PD, Champaign County Sheriff's Department and all rural PDs are now using this system. Champaign PD is starting to use this system as of 9/24/2007.
- Most of the police talkgroups (excepting the UIPD/UPD/Sheriff Dispatch talkgroup, the Champaign PD Dispatch, and some of the event talkgroups) are 100% encrypted.
METCAD Public Safety agencies will be migrating from VHF/UHF to a state-of-the-art Project 25 TRS simulcast system in mid-2007. For more information about this system:

Implementation Timeline
- March 23, 2007 - new 285' tower is erected at METCAD
- March 27, 2007 - METCAD granted FCC license for the new MDCIE system WQGQ800
- May 23, 2007 - System begins transmitting and first transmissions are heard on TG: 21002
- June 2007 - Testing continues daily on TG 21002
- June 18, 2007 - METCAD posts the public safety talkgroup layout on its website
- August 21, 2007 - Sheriff's Department is now using MDICE radios ('Patrol 2' - TG 21501) which is cross-patched with 453.900/453.150.
- August 26, 2007 - Nearly all the Urbana PD and U of I PD officers are using MDICE radios, but their TG is still simulcast over 453.900/453.150. There is currently one full-time patch between UHF and MDICE, and two others as needed:
- 453.150/453.900 = PATROL 2 (21501) {full-time}
- 453.975 = INCIDENT 3 (22503) {as-necessary}
- 453.250 = INCIDENT 4 (22504) {as-necessary}
- September 24, 2007 - Champaign PD is now using MDICE exclusively with dispatch on PATROL 1 TG 21500. 453.400 is now silent.
- October 23, 2007 - 453.150 is no longer simulcasting MDICE. Unsure of exactly when this quit, however, 453.900 still simulcasts Patrol 2 from MDICE.
- November 14, 2007 - It's been noted that the 453.900/PATROL 2 simulcast is no longer active. 453.900 is now silent.
- November 29, 2007 - TG 21532 "COURT SECURITY" is now being used by the deputies covering the courthouse
- October 2007 - Champaign and Urbana Fire will switch to MDICE (source)
- February 2007 - Champaign and Urbana Public Works are scheduled to join MDICE (source). This is also confirmed by (this source).
- Early 2008 - Rural Fire Departments will begin using MDICE (source). They will be among the last public safety users to join the system. (source).

The ambulance will communicate with either Carle or Provena Hospitals on MERCI 155.340 with a PL tone of either 186.2 or 210.7. The hospitals transmit back on 155.340 in CSQ.

Champaign County Sheriff's Department
- As of August 21, 2007, the Champaign County Sheriff's Department is using MDICE TG 21501 'Patrol 2'. The Courthouse started using MDICE in place of 460.225 on 11/29/07.

- Units: 500s are Sheriff's Department Deputies. The Sheriff's Department uses the MDICE TRS TG 21501. Also on the same channel/talkgroup are U of I PD (100s/200s), Urbana PD (300s/400s) and Village PDs (6Letter#). 6Letter# are village PD units (the number corresponds to the beat; such as 6David24 is a Tolono PD officer and 6Baker22 is a Mahomet PD officer).
- The County Jail is still on 453.300 (156.7) however.
The Sheriff's Department uses 453.150 (118.8) for dispatch. 453.150 is always patched to 453.900 so you hear the same radio traffic on both channels. Ch2 is talkaround on 453.150. Ch4 453.625 is rarely used, but is a countywide repeater for the Sheriff's Department. For events like U of I football games or the annual County Fair, the deputies use Ch5 453.250 (118.8).

Champaign County EMA (severe weather spotting)
The main frequency to monitor when storms approach is the 155.040 (131.8) repeater. Also worth monitoring is the Champaign County ARES spotter channel 444.100 (162.2). Since both of these frequencies are used for other purposes during regular weather, it is best to lock them out in your scanner until the weather turns severe. 155.115 (131.8) is used solely for EMA purposes.

This repeater is shared with Urbana PD (300s and 400s), County Sheriff's Department (500s) and Rural PDs (6___#). 100s are U of I patrol officers, 200s are U of I command officers. Fire dispatch is provided by Champaign and Urbana Fire Dept's on 154.070 (131.8). During sporting events, concerts, and parades, U of I PD use MDICE TG 22503 'INCIDENT 4' while at events (during football games, this talkgroup is simulcast on 453.250 (118.8) but otherwise the simulcast is not active).

-For public safety at Memorial Stadium, CPD, UIPD, and the County Sheriff police agencies use the 453.250 (118.8)/MDICE TRS TG 22503 while ISP D10 troopers use Starcom21 TG 13020. Fire operations are on 154.265 simplex (the FD units monitor 154.070 (131.8) with a pager though). EMS operations are either by Arrow Ambulance on 462.975 (179.9) or Pro Ambulance 462.950 (186.2). Illini EMS uses 451.450 (DCS 131) and occasionally 158.865 (CSQ).

Unofficial St. Patrick's Day - U of I
Each year around the first weekend of March, many U of I students celebrate a day long drinking holiday called "Unofficial St. Patrick's Day". There are surprisingly few interesting scanner calls on this day (mostly overconsumption medical calls and 10-38's), but here is what was active this past Friday:

- CloseCall found 151.090 (67.0) which is probably C-U Public Health's 151.0925 simplex channel since I did see some of their people at The Taste
- CloseCall also got a hit on 467.975 (179.9) which is Arrow Ambulance's repeater input. Arrow does have an ambulance staged there
