The ALCO Trunked system pools its frequencies in to two groups, "Local" and "Wide". What this means is not all sites have all frequencies. In the outlying areas such as Sunol and Livermore the sites covering these areas (Crane Ridge and Sunol Ridge for example) only have specifc frequencies there. If you live in the Tri-Valley area you'll only hear the agencies designated to operate on the Wide channels.
