Welcome to the Franklin County Public Safety collaboration article, a Deprecated Public Trunked Radio System located in Franklin County, Ohio, United States.

Introduction

This multi-site simulcast system is the Public Safety system for Franklin County, and is the primary backup system for most users of the Public Service system. Owned by the City of Columbus and administered with oversight by the Central Ohio Communications Advisory Committee, it is used by most public safety agencies in Franklin County, including the City of Columbus and the Franklin County Sheriff.

Background Information

In the early 1990s, the city of Columbus implemented this system, a Motorola Smartnet simulcast trunking system, for its own city services. This system originally used Spectra mobile and base radios along with STX and MTX portable radios.

Several suburban fire departments joined this system and the decision was eventually made to use it for all public safety operations and to use Franklin County's system for all public service operations. However, these user divisions are changing with the migration to P25 digital, with some agencies moving from one system to the other.

Grove City Police, Jackson Township Fire, and Pleasant Twp Fire (use Ohio MARCS-IP which replaced Ohio MARCS)
Hilliard Police (use COIRS P25 trunked system)
New Albany Police (use Ohio MARCS-IP which replaced Ohio MARCS)

All dispatch centers in Franklin County have the capability of accessing the system for mutual aid using the Emergency Zone talkgroups as well as assigned primary and backup talkgroups, and the METRO ALERT talkgroup (use of which is limited to communication centers only).

This system was decommissioned on August 23rd 2016

Talkgroup Structure

While there may have been one at one time, no system or structure seems to exist for assigning talkgroups on this system. New talkgroups apparently are assigned based on the next sequential talkgroup number available.
