Hanover County's Fire and EMS department is part of a regional interoperability "agreement" with other agencies in the Richmond Capitol Region. Each agency in the region is assigned a number from 1 - 16. Hanover is assigned 4. This is why you hear dispatchers call for "Engine 401" instead of "Engine 1". The system is composed of 15 towers in a single simulcast site. All towers are currently online, and coverage/grid testing is complete. The county is now in the process of installing mobile radios in all vehicles. Portables have not yet been distributed.
 
  
The system employs the use of [[Linear Simulcast Modulation]] (LSM) which has proven to be a bit of a burden for scanners.
