System Information

The Nebraska Wireless Interoperable Network (N-WIN) is a statewide VHF P25 Smartzone IP based trunking radio system. N-WIN is a partnership and an Executive Order with the State of Nebraska and Nebraska Public Power District, whom NPPD provides technical support and tower space.

There are over 45 towers across Nebraska, with more to come online as NWIN is scheduled to be completed by late January 2012. Towers in the eastern portion of Nebraska will be using Federal Frequencies, due to lack of available Public Service allocated frequencies in that portion of the state.

Statewide interoperability is achieved by using Paraclete system©:

The Paraclete system© was implemented into N-WIN to connect radio frequencies together so there would be no disruptions when an event moved county to county. The Paraclete system© is used statewide as a way to further mutual aid communications. This system uses the internet to patch radio frequencies together so users can talk to each other.

At this time N-WIN is in discussions with Iowa, Kansas, Missouri, and South Dakota to link select radio networks into Paraclete© for seamless patching in the even of wide-scale mcs and multi-jurisdiction and/or multi-agency events.

It is unknown if N-WIN will be participating with the States of Colorado and Wyoming on linking together these state systems to N-WIN.

The radio of choice for the NSP Mobiles is the Motorola APX 6500.

The following agencies have applications submitted to the N-WIN council, as possible future subscribers to NWIN. This list will be updated as more information becomes available.

NWIN Build Out/Usage Status

NSP: Troops C, D & E, all other subscribers-Are full time on NWIN

NSP Troops B & HQ, all other subscribers on the N-WIN System Towers been completed, federal frequencies have been approved, awaiting for the remaining towers to be turned on.

NDOR: New talkgroups and testing has been reported in the NSP Troop C area. Actual status is unknown at this time. There are a few NDOR vehicles in the Norfolk area sporting the new VHF whips installed on the front hood.

State Fire Marshall & NPPD: Full time usage, same coverage areas as NSP.

Game and Parks: Unknown, however in the NWIN meeting minutes from earlier in the year states Game and Parks is waiting to obtain budget money to begin purchasing and installing radios.

Dept. of Corrections: Unknown, however there are talkgroups proposed for NDOC. See the proposed talkgroup map. Norfolk Regional Center has been seen affiliating to Norfolk tower, however, no voice has been heard to confirm usage.

Programming the system

Monitoring NWIN is easy, and even fun to listen to. Occasionally you may hear other NSP/NPPD radios affiliate to your favorite tower from different troop/service areas, bringing traffic from those areas! Only drawback is a NWIN radio has to be affiliating to the tower you are monitoring to hear any radio traffic.

To program this system into your scanner you will need a scanner that will do P25 trunking system, 9600 baud control channel.

Uniden XT models, Radio Shack Pro 106 and 197 and GRE PSR 500 and PSR 600 scanners program the system as a P25 trunking system. Then program the control channels into your scanner.
Uniden 996T and 396T program the system as a Motorola type 2/P25. Under the site select APCO25. Then program the control channel, no band plan needed.
Uniden 296, 796 and RadioShack Pro96, you will need to program the scanner as a Motorola VHF trunking system. Program the frequencies and you will need a bandplan.

Set your scanner for no delay on the system as NSP jumps from talk group to talk group.

Timeline of the N-WIN Project:

Nebraska has been a model for the country through its cooperative partnerships and network sharing to create a cost‐effective system. The initial partners for developing the State Radio system included OCIO, NPPD, Nebraska State Patrol, State Fire Marshal, Game & Parks, NEMA, Dept. of Roads, and the US Dept. of the Interior. It was important to the group to establish interoperable communications for voice with the idea of adding data at a future date. Funding from Homeland Security Grants was used to move the project forward. The Statewide Communications Strategy was developed in Nov. 2004. A proposal for the state radio system followed in October 2005 with additional funding approved for the project by the state legislature in Nov. 2006. A contract was awarded to Motorola and Phase 1 build out of the project began in Spring 2009. The state radio system is largely operational with areas on the Eastern side of Nebraska
