DoITT operates several radio systems, including trunked radio systems in UHF T-Band and 800 MHz band. DoITT has completed the first phase of its 700 MHz P25 Interoperable Communications Network (ICN). This new standards based platform enables users to operate “native” on the next generation network, providing higher levels of interoperability and better quality communications. Current users of the system include DoITT, NYC Office of Emergency Management’s Community Emergency Response Teams (CERT), New York State DHSES, and the Taxi and Limousine Commission. In addition, the 700 MHz system expands current capabilities of the existing 800 MHz system providing expanded capacity and features. The State has partnered with the City of New York by providing the use of state channels to enhance the surge capability of the system. The City also utilizes General Use channels in this system, providing a cooperative approach for spectrum optimization.

This system consists of five simulcast sites and support Motorola dynamic dual mode operation with 2-slot TDMA (6.25 kHz equivalent). Most users will operate in TDMA mode, providing 6.25 kHz equivalent efficiency.

Initial agencies are utilizing over 1,000 subscriber radios, with a capability of supporting between 3,000 to 5,000 radios. This system also provides for surge capacity by other users, such as the State’s Division of Military and Naval Affairs. This is especially beneficial during large scale events, such as a hurricane. Additionally, the 700 MHz system is being directly connected at the core level to the existing 800 MHz system, which supports 13,000 existing radio users.
