The Peoria County Emergency Telephone System Board Harris P25ip Trunked Radio System is being converted to STARCOM21 Site 49 on January 9, 2019.  There are twelve 800 MHz RF channels at the same eleven sites used by the Harris P25ip Simulcast system.  The ETSB microwave system connects the eleven sites and two PSAPs.  The Harris system will be turned off after all users are moved to STARCOM21.  Scanner users will find that all talkgroup numbers have been changed to fit into STARCOM21, starting at 6501 (decimal format).  All Peoria County talkgroups are Phase 1; however, the system will handle Phase 1 or Phase 2 transmissions.

COPURS (County Of Peoria Unified Radio System) is an eleven-site, 800 MHz Harris P25 Simulcast system being implemented by the Peoria County ETSB.  There are 700 MHz frequencies licensed for use, but not as simulcast frequencies. The name "COPURS" is not an official name; the ETSB has not selected a name at this time. "COPURS" is only being suggested by this Wiki contributor.

Site work and towers are complete for the six new COPURS tower sites.  The other five simulcast sites are located on existing vertical real estate.  The new microwave system connecting the sites and PSAPs is complete.  Scanner users will start hearing Harris testing in December. 
 
  
Field coverage testing should be in early 2014.  The first public safety agencies will transition to COPURS after that testing is complete and successful.  The Emergency Telephone System Board (ETSB) anticipates most public safety agencies in Peoria County will migrate to this system during 2014.

System Information

The Peoria County Emergency Telephone System Board Harris P25ip Trunked Radio System is being converted to STARCOM21 Site 49 on January 9, 2019. There are twelve 800 MHz RF channels at the same eleven sites used by the Harris P25ip Simulcast system. The ETSB microwave system connects the eleven sites and two PSAPs. The Harris system will be turned off after all users are moved to STARCOM21. Scanner users will find that all talkgroup numbers have been changed to fit into STARCOM21, starting at 6501 (decimal format). All Peoria County talkgroups are Phase 1; however, the system will handle Phase 1 or Phase 2 transmissions.

Fire Department and EMS alerting will remain on their existing VHF frequencies.
