Dispatch Centers
 
When describing the assignment and use of specific trunked radio system talk groups in King County Washington it is useful to understand how the Public Safety Answering Points (PSAPs) handle 9-1-1 calls for police, fire and EMS services.
 
There are 11 PSAPs in King County:

The Washington State Patrol serves as the Primary PSAP for calls originating on Interstate highways.  Radio being an inexact science means that WSP will receive cellular calls which are not within WSPs jurisdiction and other Primary PSAPs receive some calls which must be transferred to WSP.
 
 
Except for Seattle Fire, all other PSAPs serve law enforcement agencies and when the call originates from within the area served by the PSAP, it will be answered by the PSAP serving the law enforcement agency.  For example, Redmond Police answers 9-1-1 calls that originate in Redmond and Duvall.  Calls for law enforcement service will be handled by Redmond.  Calls for Fire / EMS service are handled by NORCOM, which means that Redmond transfer the 9-1-1 call to NORCOM.
 
In consolidated dispatch centers (PSAPs), radio talk groups are assigned to optimize the radio dispatcher work load and the needs of the agencies.  A talk group may serve a single agency, part of an agency or more than one agency.
 
 
In King County fire agencies also provide emergency medical service (EMS).  Basic Life Support (BLS) is provided by Emergency Medical Technicians (EMTs) and Advanced Life Support (ALS) is provided by Paramedics.  All Firefighters are trained as EMTs.  Some firefighters are trained as Paramedics.  In South King County, paramedic service is provided by King County Medic One, not by the fire departments.  A useful summary of EMS providers in King County is available at  file:///C:/Users/Mark%20B.%20Nelson/Downloads/2013AnnualReport.pdf
 
 
King County Fire Agencies have consolidated 9-1-1 call answering and radio dispatching to four communications centers.  King County is organized in to fire zones, and mutual aid talk groups include zone numbers.  The fire zones and dispatch centers are organized as follows:

9-1-1 calls from Normandy Park are answered by the Fife Police Communications Center, which dispatches Normandy Park police officers and transfers calls for fire and EMS service to ValleyCom, which dispatches the Burien Fire Department (King County Fire District #2).  Fife is located in Pierce County.
 
 
The use of each talk group and the agencies that typically use the talk group is indicated in the tables identifying the talk group numbers.
 
 
Trunked Radio System
 
The King County trunked radio system is made up of three subsystems known as:  Seattle, EPSCA (Eastside Public Safety Communications Agency) and KC / VC (King County / ValleyCom).
 
The reason there are three subs-systems is primarily because of politics.  For the scanner user, the three sub-systems present some challenges because of the way that talkgroups are served and the limited, yet often overlapping, radio coverage from each of the sub-systems.  Newer scanner technology which allows control channels for multiple systems to be configured in a single scanner system reduce the complexity of needing to know which sub-system will carry the talkgroup traffic, but the overall system configuration means that there will be instances when a talkgroup may not be carried on the subsystem that the scanner is affiliated with.
