Doesnt Philadelphia PA FD encrypt their fireground channels? (I see San Francisco FD listed with 2 encrypted channels).

Doesnt Philadelphia PA FD encrypt their fireground channels? (I see San Francisco FD listed with 2 encrypted channels).
