Part 22 Paging Channels
Part 22 of the FCC rules covers certain commercial mobile radio and paging services. Before the cellular telephone netowrks were built, these frequencies were used mostly by telephone companies and radio common carriers (RCC) for MTS, IMTS, and paging. They may still be used for this in some areas.
Part 22 Paging Frequency Use by Public Safety and Business/Industrial Users
The FCC auctioned off certain spectrum bands to bidders in various market areas. These licensees can use their frequencies for their own operations or they may lease, sell or transfer their licenses to other entities.
Many other types of communications, such as conventional repeater or simplex systems, LTR trunked systems, P25 and DMR trunked and conventional systems, can be found on Part 22 paging frequencies, especially the 152/158 MHz and 454/459 MHz paired channels. In some areas Part 22 paging channels are used by state and local public safety agencies.
I looked up 152.xxxx (or 454.xxxx) in the FCC database and found nothing
In 1997 the FCC adopted geographic area licensing for the Part 22 services, although some legacy site-based licenses still exist.
Auctioned Part 22 paging stations are not licensed as individual frequencies at specific sites as is the case with Part 90 private land mobile stations. Stations may be at any location in the license market area and licenses may be partitioned or disaggregated so other frequencies above or below the block center frequency may be used. Block edge frequencies may be used if the licesnsee owns adjoining blocks.
It can be difficult to find license information. Subscribers (end users) may operate under somebody else's license. The FCC license data in the RadioReference.com database does not contain Part 22 licenses. Licenses with a radio service code of CD (Paging & Radiotelephone) are site based and can be searched on the FCC GMR search page but to find licenses with a radio service code of CP (Part 22 VHF/UHF Paging excluding 931 MHz) you must use the geosearch function on the FCC ULS advanced license search page.
Go to the FCC ULS Advanced License Search page.
Under Licence Detail Status check Active.
Under Frequencies check Exact and enter the frequency.
Click Geosearch. That will take you to the next page.
Now check State/County and select your state in the dropdown list.
If you don't select a county it will return all licenses in all market areas in the state. If you want to narrow it down select one or more counties from the dropdown list or check Coordinates to search in a radius circle around a latitude/longitude point.
The frequency should still be populated from what you entered on the previous page.
Click Search.
This will return the licenses for the frequency you entered in any market areas that fall within the state, counties or point radius that you entered.
Paired Paging Channels
The tables below list the VHF high band and UHF paging channels that are used in some areas by Public Safety and Business/Industrial conventional and trunked systems.
