HF Regional Emergency Network.
HF Fixed service provides point-to-point (PTP) communications primarily in support of the National
Radio Communications System (NRCS), known internally as Command and Control Communications (C3).
To provide for emergencies where catastrophic loss of wire communications might occur, long distance communications capability is needed. The Regional Emergency Network provides communication between ARTCC's, the Regional Office, the regional relocation site, other regions, and Civil Defense offices. This network is a part of the National and Civil Defense Emergency System. Authorized emissions are upper
sideband (USB) or lower sideband (LSB), suppressed carrier resulting in a 3K00J3E characteristic or independent sideband (ISB) resulting in a 6K00B9W characteristic. To alleviate confusion, the carrier or dial frequency and the USB, LSB or ISB designator will be used when referring to these frequencies.
