Alabama Law Enforcement Agency (ALEA)

ALEA Highway Patrol Division WEB

  • Includes 7 troops made up of 17 posts, the Motor Carrier Safety Unit, and the Communications Unit. Accounts for approximately 65 percent of the arresting officers within the agency. Troopers patrol approximately 69,500 miles of rural roadways in Alabama and are responsible for motor vehicle law enforcement, rural traffic crash investigation, and special duty performance during emergencies.

Alabama Interoperability Network (ALIN)

Created in 2014, The Alabama First Responders Wireless Commission (AFRWC) Policy Action 01-2014 “System of Systems”

• In 2023, the Alabama First Responders Wireless Commission (AFRWC) updated the SOP - adding Push to Talk over Cellular (PoC) • Created a method for local agencies to join the network for Mutual Aid purposes • Created an access control mechanism for PoC talk paths for LE, FIRE, and EMA

• ALIN does not replace your day-to-day communication methods but allows you to augment your current communication for mutual aid events and push-to-talk over cellular using a statewide network of interconnected systems.

ALIN PoC Naming Convention Standard

The AFRWC interoperability workgroup adopted a standardized Talkgroup naming convention for state-wide use.

• On April 4, 2024, the AFRWC voted unanimously to adopt the following Naming convention standard for PoC or MCPTT.

LTE talk group names for City and County agencies should begin with the county number. • i.e., Montgomery County (03 MPD N, 03 MPD TAC, 03 SO Main, 03 SO SWAT, etc.)

LTE talk group names for State agencies should begin with the Agency abbreviation followed by the channel or repeater name. • i.e., State Agency – Repeater Name (AFC- Elmore, AEMA- Elmore, ALEA 29 Dispatch, etc.)

State of Alabama Strategic Technology Reserve (STR)

Resources (equipment and personnel) which can be pre-positioned or used to secure interoperable communications in advance for immediate deployment in an emergency situation or major disaster. The resources should be capable of re-establishing communications when existing infrastructure is damaged or destroyed.

The purpose of the Emergency Support Function (ESF) #2 Communications is to provide the resources and personnel to implement solutions for establishing, restoring and maintaining reliable interoperability and continuity of communications before, during and immediately following an emergency or disaster. The success of this effort requires planning and coordination among Federal, State, tribal, local entities, (e.g., police, firefighters, first responders, etc.) voluntary organizations, (e.g., HAM radio operators) and commercial communications service providers.
