Durham Region Information/Overview
Durham Region
The Regional Municipality of Durham, informally referred to as Durham Region, is a regional municipality located in Southern Ontario east of Toronto, Ontario. It has an area of approximately 2,500 square kilometres. Durham Region is considered part of the Greater Toronto Area, with the communities of Oshawa, Whitby, and Clarington making up the Oshawa Census Metropolitan Area. The regional government is headquartered in Whitby.
The Region of Durham was established in 1974 as one of several new regional governments in the Province of Ontario, primarily in fast-growing urban and suburban areas. Durham Region encompasses areas that were previously part of Ontario County and the United Counties of Northumberland and Durham. It was the culmination of a series of studies into municipal governance in the "Oshawa-Centred Region" that had begun in the late 1960s.
Durham Region is located in the area generally referred to as South-Central Ontario. It is bordered by Toronto to the west, Northumberland County to the east, York Region to the north, and Lake Ontario to the south.
Durham Region consists of the following local municipalities:
- The City of Pickering
- The Town of Ajax
- The Town of Whitby
- The City of Oshawa
- The Municipality of Clarington
- The Township of Uxbridge
- The Township of Scugog
- The Township of Brock
Public Safety
Durham Region policing is done by the Durham Regional Police Services. They are dispatched from the 17 Division Headquarters in Oshawa. They are using a radio system that is not monitorable by any scanner.
The Ontario Provincial Police is responsible for the patroling of the 400 series highways and provincial controlled highways, like highway 7. They are dispatched from the Orillia Comm Centre on the Fleetnet System.
Fire Service is provided by each municipality within Durham Region. The southern region uses the Durham Region Motorola System, while the northern townships use the Fleetnet system.
Ontario Provincial Police
The Ontario Provincial Police use the Bell Mobility Fleetnet Zone 1 system for most of their communications. All communications on the Operational Talkgroups are APCO25. Interagency talkgroups are generally analog but are rarely used. The OPP also make use of analog mobile repeaters and wide area analog repeaters for portable coverage.
The Whitby detachment patrols the highways within Durham Region and services the Manvers Township area.

During normal operations, the Orillia Comm Centre will patch two talkgroups together. The following patches are usually in place on the system:
The Whitby and Toronto talkgroups are usually patched together, along with the Toronto MTO Enforcement talkgroup.
Special Operations and Events will be found on the Tactical talkgroups. Orillia Comm Centre is assigned 1TAC04 - 1TAC08.

If you do not have a digital scanner, it is sometimes possible to still listen to the OPP using one of their mobile analog repeaters (VR 01, VR02 or VR03) or a wide area analog repeater (BEAT 01, BEAT 02 or URBAN).
The mobile and wide area analog repeater frequencies can be found on the Fleetnet Conventional Frequencies Page.
The mobile repeater channel VR01 is the main channel for all mobile repeaters in Durham Region.
VR01 is used by the Highway Safety Division units which patrol Highway 401.
VR03 is used for special events and for aircraft intercepts.
Ministry of Health (EMS Services)
Ambulance Service is provided throughout Durham Region by the Ministry of Health. Communications will be found in analog on the Bell Mobility Fleetnet Zone 1 system. The two talkgroups used for Durham Region are Oshawa North and Oshawa South.
When units are not on a call and waiting to be dispatched, they will monitor Oshawa South and when they are on a call or at a hospital, they will monitor Oshawa North. The Oshawa CACAA talkgroups are:

These include several vehicular repeater frequencies utilized when ambulance personnel are away from their vehicles, station paging, a common simplex channel and a backup tactical channel.
If an accident is serious enough, the Air Ambulance could be called in. In the southern part of Durham Region, listeners might be able to hear the output of the repeater located near Aurora in York Region. If not able to hear the output of the repeater, then listening to the input will allow the helicopter to be heard. Communications between Oshawa CACC, land ambulances and the Air Ambulance generally take place on Provincial Common, 150.1000.
Once enroute to the hospital, the crew will request a patch to the hospital. Generally Tac 1 and Tac 2 are used for patches to hospitals within Durham Region. Oshawa CACC will call alert the hospital and then patch the Tac channel assigned with the specific hospital talkgroup. Normally, it is only necessary to program in the Tac channels although sometimes, the hospital talkgroup is the talkgroup the patch is setup on.

Marine Rescue Agencies
Since the early 1970's, the Canadian Coast Guard Auxiliary units Comra Marine Rescue Association (COMRA) and the Pickering Auxiliary Rescue Association (PARU) have been dedicated Marine Search and Rescue teams, covering the waters of Lake Ontario in the Durham Region. Annually, the Auxiliary responds to approximately 25% of nearly 7000 marine SAR incidents. This translates into more than 200 lives saved each year.
