You should not add location guesses to a site if all you know is the CC freq and you do not know of any sites reporting it as a neighbor, unless there is only one possible license with that CC freq on it.
Site needing confirmed needs primary and alt/secondary CCs, peer/neighbor list and freqs associated with each peer.
