It appears that IPD is no longer using the UHF frequencies as those went silent on 8-9-06. All 700 mhz traffic has been unencrypted except on Tac1 which is on TGID 39. Independence Fire has moved to the 700 Mhz system and is still operating on some of their VHF frequencies too.IP&L has also moved to the new system, some city services, water, Animal Control, ect. have also made the move.

MOSWIN Levels, Tiers, and Definitions

MOSWIN serves two primary functions: providing internal communications capabilities for state agencies, and providing a statewide interoperability platform and access for local agencies to achieve interoperable communications with local, state, regional and federal agencies. MOSWIN also provides a platform for some local agencies’ daily dispatch and internal communications. Here are brief descriptions of MOSWIN levels and tiers:

Level 1 - Daily Use / Dispatch (Tier I and future Level 1 members)

Daily use is defined as radio communications in support of internal agency operations such as usual and routine dispatch. Daily use will occur on channels that have been established for internal agency communications. Daily use will not occur on channels established for interoperability or itinerant use.

Level 2 - Interoperability / Mutual Aid (Tier II Agencies and PSAPS)

Interoperability use is defined as radio communications in support of multi-agency response to an incident. This is typically across county lines and when responding agencies do not have access to local common channels. Interoperability use will occur on predefined system interoperability channels in accordance with the guidelines for use of those channels.

Level 3 - Itinerant / Travel

Itinerant use is defined as radio communications in support of units operating outside of their home area or system. This is typically when a unit leaves its home county.

Level 5 - Integrated Buildout to Increase Coverage and/or Capacity

An agency wishes to purchase and construct additional coverage and/or capacity for MOSWIN in order to meet its needs.

Level 6 - Use – Future Broadband capacity of network – to be determined.

MOSWIN pre-programmed regional and statewide talkgroups...

  • ....are designated as Interoperable talkgroups. The following are recommended while using the Interoperable talkgroups.
  • Plain talk is by MOSWIN policy the standard for all radio communications.
  • Usage of 10 codes or acronyms is discouraged when utilizing the MOSWIN Interoperable Talkgroups.
  • MOSWIN suggests the phonetic spelling listed as appendix A of this Standard. MOSWIN will pre-program "County All" channel into each member radio within a specific county. "County All" is a county specific Interoperable talkgroup and all rules and standards set by MOSWIN System Administration for regional and statewide interoperability channels apply.
  • "County All" talkgroup is intended to facilitate agency to agency, multi-discipline Interoperable communication within a specific county. Traffic is permitted on this channel without MOSWIN coordination. It should be noted this is a countywide talkgroup utilized by all users in the county. As such, this talkgroup will support traffic from all disciplines so there should be no expectation by users that this talkgroup is private. All talkgroup members are responsible for developing their own protocol for talkgroup use.
  • MOSWIN will mandate the programming of the "County Travel" talkgroup into each member radio originating within a specific county. "County Travel" talkgroup use is defined under Itinerant use. Itinerant use is defined as non-mission critical radio communications in support of units operating outside of their originating county with the need to remain in contact with their home dispatch.

Examples of itinerant use are:

  • A sheriff's deputy on a prisoner transport across the state needs to communicate with their dispatch or the dispatch point for

the location nearest them.

  • A regional response team traveling to/from an incident needs to communicate with their dispatch.
  • Itinerant use will occur on predefined channels in accordance with the guidelines for use of those channels.
  • A pursuit outside of your home county· "Country Travel" function is allowed to facilitate non-mission critical communication for agency members traveling outside their home county. Traffic is permitted on this channel without MOSWIN coordination. It should be noted this is a "County Travel" talkgroup, so when the radio is keyed outside of its home county the ability to receive and transmit is enabled by multiple MOSWIN tower sites outside the home county located across the state and potentially will draw additional channel resources from the site handling the users agency radio traffic.
  • Communications on "County Travel" should be sparse and concise recognizing the need for efficient use outside the home county. MOSWIN System Administration will regularly monitor the use of this channel and will not allow excessive itinerant travel communication to interfere with mission critical communications and may rescind this talkgroup for any agency abusing this function in accordance with the MOSWIN Rescind Talk group Access Process policy.

MOSWIN strongly advises agencies to train their personnel to always be aware what region they are traveling in when on travel. Emergency calls are not to be made on "County Travel" talkgroups. When in transit, emergency calls must be made on the specific region talkgroup in which the emergency assistance is needed to ensure the quickest response and support to the use

An STA application is requested to obtain additional operational frequency to support an additional entity on and existing system until such time as existing license can be modified to represent 700 rebanding.

It appears that IPD is no longer using the UHF frequencies as those went silent on 8-9-06. All 700 mhz traffic has been unencrypted except on Tac1 which is on TGID 39. Independence Fire has moved to the 700 Mhz system and is still operating on some of their VHF frequencies too.IP&L has also moved to the new system, some city services, water, Animal Control, ect. have also made the move.

UPDATE: As of 08/10/2006 It looks like the UHF Patches to the 700 mHz system have been removed. Have not heard any traffic on the UHF system for 24 hrs now. All Police Comms has been on the trunked system.

Dear Sir or Madam: On behalf of the 700 MHz Region 24 Regional Planning Committee (RPC), this letter provides concurrence from the RPC for the requested 700 MHz application and subsequent system implementation utilizing public safety channels from the Region 24 pool of 700 MHz channels from the St Charles County allotment. The two site initial deployment is intended to provide service to St Charles County users as well as user with the City of OFallon, Missouri. The Regional Planning Committee has reviewed the application and its technical characteristics and found it acceptable and consistent with Region 24 700 MHz planning. We encourage St Charles County to remain cognizant of the rules for 700 MHz coordination as their system continues to develop and interface with other area systems. We look forward to working with St Charles County government and others on this and other initiatives. The 12.5 KHz channels requested and approved from the Region 24 St Charles County 700 MHz pool allotments are: Channel 45-46, 121-122, 161-162, 241-242, 281-282, and 337-338 The Region 24 700 MHz Regional Planning Committee concurs with this application by St Charles County
