- The 2nd & 3rd digit is the zone
- The 4th digit is either a "0" for primary unit or "1" for backup unit.
- The zones are as follows:
- Division 1 (11,12,13,14,15,16)
- Division 2 (21,22,23,24,25)
- Division 3 (31,32,33,34,35,36,37)
