ARES/RACES/SKYWARN AND EMERGENCY MANAGEMENT IN NEW JERSEY
Basic Definitions *
The Amateur Radio Emergency Service (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes. Every licensed amateur, regardless of membership in ARRL or any other local or national organization is eligible for membership in the ARES. The only qualification, other than possession of an Amateur Radio license, is a sincere desire to serve. Because ARES is an amateur service, only amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership.
The Radio Amateur Civil Emergency Service (RACES) Founded in 1952, is a public service provided by a reserve (volunteer) communications group within government agencies in times of extraordinary need. During periods of RACES activation, certified unpaid personnel are called upon to perform many tasks for the government agencies they serve. Although the exact nature of each activation will be different, the common thread is communications. The Radio Amateur Civil Emergency Service (RACES) is a standby radio service provided for in Part 97.407 of the Federal Communications Commission (FCC) rules and regulations governing amateur radio in the United States. The concept of a standby "Radio Amateur Civil Emergency Service" to replace the conventional "Amateur Radio Service" during wartime was developed in 1952 as result of input from the American Radio Relay League and the Department of the Army's Office of Civil Defense. During World War II, the Amateur Radio Service had been silenced and a new War Emergency Radio Service (WERS) had to be created from scratch in a process that took six months. The resulting standby RACES service was designed to provide a quicker and smoother transition in the event the President ever needed to silence the regular Amateur Radio Service again when invoking the War Powers Act. Despite four wars involving the United States since 1952, this has never happened.
SKYWARN is a program of the United States' National Weather Service (NWS). Its mission is to collect reports of localized severe weather. These reports are used to aid forecasters in issuing and verifying severe weather watches and warnings and to improve the forecasting and warning processes and the tools used to collect meteorological data. It consists of a network of severe storm spotters that observe weather conditions and make reports of severe weather to their local NWS offices. These spotters are trained by personnel from the local NWS offices each spring in advance of the coming severe weather season.
Emergency Management (or disaster management) (In some States also known as Office of Emergency Management or OEM, Emergency Management Office or EMO, Emergency Preparedness and also Emergency Services is the discipline of dealing with and avoiding risks. It is a discipline that involves preparing for disaster before it occurs, disaster response (e.g., emergency evacuation, quarantine, mass decontamination, etc.), and supporting, and rebuilding society after natural or human-made disasters have occurred. In general, any Emergency management is the continuous process by which all individuals, groups, and communities manage hazards in an effort to avoid or ameliorate the impact of disasters resulting from the hazards. Actions taken depend in part on perceptions of risk of those exposed. Effective emergency management relies on thorough integration of emergency plans at all levels of government and non-government involvement. Activities at each level (individual, group, community including the use of amateur radio) affect the other levels. It is common to place the responsibility for governmental emergency management with the institutions for civil defense or within the conventional structure of the emergency services. In the private sector, emergency management is sometimes referred to as business continuity planning. Emergency Management is one of a number of terms which, since the end of the Cold War, have largely replaced Civil defense, whose original focus was protecting civilians from military attack. Modern thinking focuses on a more general intent to protect the civilian population in times of peace as well as in times of war.
