Cochise County P25 Radio System

Overview

The Cochise County P25 is a public safety digital radio communication system deployed across Cochise County, Arizona. It is a Project 25 (P25) Phase II trunked radio system designed to provide interoperable, secure, and efficient voice communications for multiple county agencies including law enforcement, fire departments, and emergency services.

The system uses the APCO-25 Common Air Interface (CAI) exclusively, allowing seamless communication across various agencies and jurisdictions within Cochise County. It is built to support growing communication needs and to eventually replace existing analog radio systems with a modern digital infrastructure.

A key modern feature of the Cochise County P25 system is its LTE integration with Motorola APX NEXT radios, enabling enhanced broadband data capabilities alongside traditional P25 voice communication. This integration supports real-time data applications such as video streaming, GPS, and messaging, improving operational awareness and officer safety.

System Features

Trunked Radio System: Efficiently manages radio channels dynamically, allowing multiple agencies to share the same frequency pool without interference.

Phase II P25 Technology: Offers enhanced spectrum efficiency with two voice channels per 12.5 kHz channel.

APCO-25 CAI: Ensures interoperability between radios from different manufacturers supporting P25.

Systemwide Talkgroup Monitoring: All talkgroups can be monitored across the system, improving situational awareness.

LTE Integration with APX NEXT Radios: Combines P25 voice communications with broadband LTE data capabilities for enhanced real-time data, including video, GPS tracking, and messaging.

Expandable Network: System expansion is ongoing, particularly to incorporate additional fire department talkgroups and replace legacy analog systems.

Sites and Frequencies

The Cochise County P25 system is composed of several RF Subsystem (RFSS) sites, each with multiple frequencies. Frequencies marked with (c) indicate control channel capable frequencies essential for trunking operations.

RFSS: 1 Site Number: 001 Site Name: Simulcast Frequencies (MHz): 769.28125c, 769.53125c, 769.76875

RFSS: 1 Site Number: 007 Site Name: Juniper Flats (Bisbee) Frequencies (MHz): 769.56875c, 769.78125c, 771.49375

RFSS: 1 Site Number: 008 Site Name: Texas Canyon (Benson) Frequencies (MHz): 771.15625c, 771.30625c, 771.45625

RFSS: 1 Site Number: 009 Site Name: Sequoia Farms (Willcox) Frequencies (MHz): 771.18125c, 771.33125c, 771.48125

RFSS: 1 Site Number: 010 Site Name: Cooper Peak (Willcox) Frequencies (MHz): 769.31875c, 769.61875c, 769.81875

Notes

The system’s control channels are designated frequencies marked with (c) for managing trunking operations.

The Simulcast site covers a broad area by broadcasting on multiple frequencies simultaneously to improve coverage.

Ongoing system expansions focus primarily on fire department communications, transitioning from analog to digital.

The system supports interagency interoperability, allowing mutual aid and coordinated responses during emergencies.

Users must be equipped with P25 Phase II-capable radios, such as Motorola APX NEXT radios, to utilize both voice and LTE broadband features.
