Public Safety Radio Communications
There are only a few agencies that routinely use standalone frequencies for daily communications. Almost all public safety traffic in the county occurs on the Jefferson County Simulcast site of the Ohio MARCS-IP system.
Known conventional frequencies which are in use by public safety agencies in the county are listed below.
39.8800 39.1400 PL 110.9 Jefferson Co SO (repeater - not used often) 39.8800 - PL 110.9 Jefferson Co SO (simplex) 151.5050 158.4000 DCS 115 Air Evac Lifeteam 151.6025 159.9375 DCS 115 Air Evac Lifeteam 155.2200 - PL 156.7 Ambulance Service Inc 155.1000 159.2700 PL 127.3 Saline Twp Local 155.2650 - PL 103.5 STAT MedEvac 155.3550 - - EMS to Trinity West 155.4000 - - STAT MedEvac - patch freq into 911 system 159.9375 - - STAT MedEvac 159.4800 - - STAT MedEvac 452.5500 - - Fire & EMS Paging 853.4875 - DCS 023 TRS Talkaround / TAC / Local / Direct

Ohio MARCS-IP Jefferson County Simulcast
Public safety communications within Jefferson County are served primarily by the Ohio Marcs-IP trunked system, specifically Site 3-001 (Jefferson County Simulcast). Most, but not all, agencies are dispatched by Jefferson County 911. All public safety agencies within the county have a presence on the Ohio MARCS-IP system. This is a P25 700/800 Mhz trunked system. For those of you who are curious, MDT data is transmitted on conventional 800 mhz frequencies and not over the trunked system - and it cannot be decoded with any programs you may find on the Internet, so don't bother.
Frequencies for this system are:
Site | Name | Freqs | |||||||
---|---|---|---|---|---|---|---|---|---|
0-001 (0-1) | Jefferson County | 851.162500 | 851.412500a | 851.862500 | 852.875000 | 853.075000 | 853.237500a | 853.662500c | 853.975000 |
858.462500a |
- The red and blue frequencies are control channels. As such you should make sure and program all four of those control channels in your scanner.
Some agencies have their own talkgroups. Agencies without their own talkgroups can be found on one of the division talkgroups.
Certain agencies including Sheriff's Office, Steubenville PD, Toronto PD, and Steubenville FD have their own dispatchers as well. Other agencies rely solely upon Jefferson County 911 Center for dispatch.
In addition to public safety agencies you will find school buses for Toronto City Schools, Buckeye Local and Indian Creek on the system.
