MONROE COUNTY AMBULANCES

Ambulance numbering is based on the fire battalion numbering system. Ambulance corps' carry the numbers of the fire district where their base is located. All ambulances have 4-digit numbers and the third digit for independent corps' is 5 or higher. The commercial ambulance companies have their own number blocks outside the fire battalions. Per the countywide numbering system, the last digit of every ambulance unit number is 9.

HOSPITAL E.D. STATUS CODES

The hospitals in Monroe County participate in a color code system. The colors indicate how busy the hospitals' emergency departments are. Colors are collected by the duty hospital for the month every day at 00:30, 08:30 and 18:30. The duty hospital relays the colors by telephone to dispatchers at OEC, Rural/Metro and Monroe Ambulance.

Each hospital gives two colors, medical and surgical. During an MCI (see below) the OEC dispatcher makes a special poll for current color codes and availability of acute, non-acute and special care beds. Updates are requested periodically for the duration of the incident.

Hospitals that provide emergency psychiatric services list a third color code for their Psych ED status.

The colors used in Monroe County are:

  • GREEN - No appreciable delay in treatment.
  • PRE-RED - Moderate to lengthy delays in treatment are likely.
  • RED - ED is unable to accommodate additional patients.

Hospitals must meet certain criteria before going Code Red. These criteria include lack of inpatient beds for admissions, lack of monitored beds for cardiac patients, lack of available stretchers in ED and a certain number of admitted patients being "boarded" in the ED.

The boarding threshold depends on the size of the hospital. Code Red status must be re-examined and updated every two hours and requires the presence of a hospital administrator (or designee) in the ED for the duration of the Code Red condition.

Patients insisting on transport to a Code Red hospital must sign a special release form. This form explains that the patient's condition may become worse if they go to the Red hospital because they may not be able to receive appropriate treatment. The patient becomes legally responsible for the liability and cannot later sue the hospital or the ambulance service that provided transportation.

A hospital may temporarily invoke Code Red status during an internal emergency such as a power failure or a fire.
