Onondaga County (NY) Law Enforcement

From The RadioReference Wiki

Onondaga County Law Enforcement

Police agencies on the system are dispatched from dedicated area talkgroups (3 for county police agencies, and 2 for Syracuse city police). Larger scale events (hostage situations, chases, etc.) are often moved to "Channel 1" (TG 31 for the City of Syracuse, TG45 for the county) to avoid disruption of routine dispatch operations. Additional tactical channels are assigned as needed, which are typically monitored by an additional dispatcher. At minimum, there are 8 Police Dispatchers on the air working at any given time, but drops down to 7 overnight when it's typically slower.

Police dispatching is split by City and County dispatch groups, which is then separated geographically. In the County, there are 3 area talkgroups, MRD North (5), MRD West (4), and MRD East (3). Within each channel, it's further broken down by patrol posts, and each agency that has jurisdiction has a patrol post. For example, within the Town of Dewitt (on MRD East), Dewitt PD has it's own patrol posts, followed by the Sheriff's Office post, then finally the State Police Patrol post. From 03:00 to 07:00 MRD North (5) and MRD East (3) are patched due to the reduced volume of incidents, allowing for reduced staffing at the 911 center.

Contrary to other counties in New York, each Town and Village that has it's own Police Department is also covered by both a County Sheriff post car, and a State Police post car.

Village Departments (such as North Syracuse) are required to take case responsibility, but when they're out of service or unavailable, calls can be, and are, taken by the County and State if they accept taking the call. Town Departments are given first preference in non-emergent type calls, but are not required to take the call.

For emergent-type calls, Police are dispatched by the closest two cars that have jurisdiction, regardless of patrol posts or agency.

While most town & village agencies call out in their respective channel, each agency has access to all police channels (both city and county).

Shifts

Typically work in 3 "main" shifts, which is generally adopted across all police agencies.

  • A Watch - 2300-0700
  • B Watch - 0700-1500
  • C Watch - 1500-2300

The Sheriff's Office is different, however, as they have adopted 10 hour shifts which allows for overlap and additional coverage.

  • A Watch - 2200-0800
  • B Watch - 0700-1700
  • C Watch - 1200-2200
  • D Watch - 1700-0300
  • Aviation - 1600-0200

State Police typically runs 2 shifts, which are below, however may have a C watch unit if it's a "secondary" unit out of one of the barracks. Interstate/Highway cars may shift their start times to correspond with high traffic times, so may not typically be one of the two "normal" shifts.

  • A Watch - 1900-0700
  • B Watch - 0700-1900
