National Public Safety Interoperability Channels

Refer to USDHS National Interoperability Field Operations Guide (NIFOG) for detailed information.

Many state governments publish communications interoperability plans on their web sites. See the links at the bottom of this page.

Some states and local areas have their own interoperability or mutual aid channels or trunked system talkgroups which are used instead of, or in addition to, the channels listed below. Some trunked systems may have talkgroups permanently or temporarily patched to one or more of the channels listed below.

State and regional frequencies are usually found on the Common/Shared or Statewide drop-down list on the main RadioReference Database page for each state, or on county database pages.

A D suffix indicates a repeater output frequency used in direct (simplex) mode; for example, LLAW1D is simplex on the output frequency of LLAW1.

The NIFOG recommends PL 156.7 on most interoperability channels. Scanner users may want to program the frequencies with no tone and the mode set to receive both analog and digital transmissions to reduce the possibility of missing communications.

VHF High Band

  • End user radios should transmit PL 136.5 and receive PL 156.7 on repeater channels VTAC33 - VTAC38. Repeaters should transmit PL 156.7 and receive PL 136.5.
  • VTAC17 and VTAC17D are VHF marine band channels and their use is limited to certain counties in inland VHF Public Coast Station Areas (VPCSA) 10 through 42. The NIFOG contains a list of counties where operation is allowed.

700 MHz Air-to-Ground

The following channels are reserved for air-ground communications to be used by low-altitude aircraft and ground based stations.

  • Airborne use of these channels is limited to aircraft flying at or below 457 meters (1500 feet) above ground level.
  • Aircraft are limited to 2 watts effective radiated power (ERP) when transmitting while airborne on these channels.
  • Aircraft may transmit on either the mobile or base transmit side of the channel pair.
  • States are responsible for the administration of these channels.

700 MHz Low Power/Itinerant

The following narrowband channels are designated for low power use for on-scene incident response purposes using mobiles and portables.

  • Transmitter power must not exceed 2 watts (ERP). Bandwidth is 12.5 kHz.
  • Three of the pairs can be licensed for nationwide itinerant use, the rest are subject to regional planning.
  • Narrowband (12.5 kHz bandwidth) FM or digital operation is allowed.

  • 155.3700 was formerly desingated by the FCC to be used exclusively as a law enforcement intersystem frequency. It is used for this purpose in many states and is often called "Point-to-Point".
  • 155.4750 and 155.4825 are available nationwide for use in police emergency communications networks operated under statewide law enforcement emergency communications plans. 155.4750 is often called "National Law Enforcement Mutual Aid"
