Overview
Westchester County operates a Project 25 (P25) Phase II trunked radio system that is intended for general and mutual aid operations use by all fire/EMS users in the county. The majority of talk groups are unencrypted, with the exception of several private talk groups and the hospital notification talk groups. Most fire and EMS agencies in the county are primarily dispatched by 60-Control on 46.26 MHz or the newer UHF paging channels. After the initial dispatch on 46.26 MHz/UHF paging, most of the operations are moved over to the corresponding talk group on the P25 trunked system. Departments that have their own local frequencies may remain on their frequency for operations and use the trunked system for mutual aid and other interoperability purposes.
In February of 2022, after 4 years of planning and implementation, the county completed the upgrade from the analog trunked system to a digital P25 Phase II trunked system. On February 3rd, 2022, at exactly 12:00 pm, the analog system was deprecated and the new P25 system (known as A66, by its unique system ID) was placed into service.
The new P25 system includes twenty talkgroups, shared between Fire and EMS agencies, used as the primary incident communication method for responders. Though many departments remained on the same talkgroup assignment as before, some were moved to separate talkgroups based on traffic level – for example, New Rochelle, Mount Vernon, and Yonkers all received individual talkgroups for their use. Six additional talkgroups, labeled Trunk Ops 1 through 6, are used for tactical operations to avoid clogging the primary Fire/EMS talkgroups. Finally, thirteen hospital talkgroups are included for EMS units to communicate directly with hospital personnel. However, all hospital talkgroups are encrypted, meaning that they cannot be listened to by non-subscribers.
