- The red and blue frequencies are control channels. As such you should make sure and program all four of those control channels in your scanner.
Some agencies have their own talkgroups. Agencies without their own talkgroups can be found on one of the division talkgroups.
Certain agencies including Sheriff's Office, Steubenville PD, Toronto PD, and Steubenville FD have their own dispatchers as well. Other agencies rely solely upon Jefferson County 911 Center for dispatch.
In addition to public safety agencies you will find school buses for Toronto City Schools, Buckeye Local and Indian Creek on the system.

MedEvac Support
There are two medical helicopter transport companies providing coverage in Jefferson County. One of those is STAT MedEvac, and the other is Air Evac Lifeteam.
Medical helicopters typically communicate with the public safety personnel on the ground via frequencies chosen by that agency.
STAT MedEvac
In April 2008, STAT MedEvac opened a base at the Jefferson County Airpark. This base is staffed full time with personnel and a medical helicopter, STAT MedEvac 15.
STAT MedEvac operations in the area can be heard on 155.2650 Mhz with a PL tone of 103.5. You may also hear them on 159.4800, reportedly with a PL of 103.5. When the are working an incident with Jefferson County public safety personnel, they are typically patched into an EMS Division talkgroup the Jefferson Co 911 TRS via 155.4000 Mhz.
Air Evac Lifeteam
In October 2008, Air Evac Lifeteam opened a base at the Columbiana County Airport in East Liverpool.
AEL operations in the area can be heard on 159.9375 Mhz with a digital PL of 065. This is their East Liverpool base. You may also hear them on 151.6025 Mhz with a digital PL of 115, their Wheeling repeater. Also, you can hear them on 151.5050 with a digital PL of 115.

Ohio MARCS-IP
In Eastern Ohio, the statewide MARCS-IP system is mostly used by the OSP, local health departments, Tri-County ambulance and Carroll and Columbiana Co sheriffs.
