Jefferson County is a county in eastern Ohio. Surrounding counties are Columbiana to the north, Belmont to the south, Carroll and Harrison to the west, and Hancock, Brooke, and Ohio in West Virginia.
Divisions
From a public safety standpoint, Jefferson County is divided into Divisions 1, 2 and 3. These divisions roughly divide the northern, central and southern thirds of the county.
Station Numbers
In the county, all Police, Fire and EMS agencies have station numbers assigned to them. The station numbers appear to range from 0 to 99 with some of them not yet documented or not yet used.

Unit Numbers
Fire/EMS agencies as well as some Police agencies have adopted the following unit numbering for personnel/vehicles:
Unit Number = aabc (ex: 7471 = TEMS ALS Ambulance)
Radio ID (RID) = aabc , 2aabc (ex: 7401 = TEMS-JAD Chief, 27401 - TEMS-JAD Chief portable)
- where aa = the station number - where b = equipment type - where c is assigned by the agency
Equipment Type | |||
---|---|---|---|
0 | Personnel | 5 | Tanker |
1 | Engine/Pumper | 6 | BLS Ambulance |
2 | Ladder | 7 | ALS Ambulance |
3 | Rescue | 8 | Cruiser/Other Vehicle |
4 | Brush Truck | 9 | Cruiser/Other Vehicle |
Public Safety Radio Communications
Public safety communications within Jefferson County are served primarily by the Jefferson County Public Safety TRS and are dispatched by Jefferson County 911. All public safety agencies within the county have a presence on the 911 System TRS. This Motorola Type II 800 Mhz trunked system is currently supporting only analog voice. For those of you who are curious, MDT data is transmitted on conventional 800 mhz frequencies and not over the trunked system - and it cannot be decoded with any programs you may find on the Internet, so don't bother.
Frequencies for this system are:
Site | Name | Freqs | ||
---|---|---|---|---|
001 (1) | Rebanded | 851.162500 | 851.412500c | 853.237500 |
The red frequencies are rotating control channels. As such, you should make sure and program all four of those frequencies in your scanner. The control channel rotates every 24 hours or so.
Some agencies have their own talkgroups. Agencies without their own talkgroups can be found on one of the division talkgroups.
Certain agencies including Steubenville PD, Toronto PD, and Steubenville FD have their own dispatchers as well. Other agencies rely solely upon Jefferson County 911.
In addition to public safety agencies you will find school buses for Toronty City Schools, Buckeye Local and Indian Creek on the system.

Why are all of those OSP talkgroups considered local? Because OSP units
from nearby posts are often patrolling in our area and may sometimes be
heard on their talkgroups. Also, the OSP is consolidating dispatching.
