General / Divisions
Jefferson County is a county in eastern Ohio. Surrounding counties are Columbiana to the north, Belmont to the south, Carroll and Harrison to the west, and Hancock, Brooke, and Ohio in West Virginia.

Public Safety Radio Communications
There are only a few agencies that routinely use standalone frequencies for daily communications. Almost all public safety traffic in the county occurs on the Jefferson County 911 Trunked Radio System.
Known frequencies aside from the 911 TRS which are in use by public safety agencies in the county are listed below.

Jefferson County 911 Trunked Radio System
Public safety communications within Jefferson County are served primarily by the Jefferson County Public Safety TRS. Most, but not all, agencies are dispatched by Jefferson County 911. All public safety agencies within the county have a presence on the 911 System TRS. This Motorola Type II 800 Mhz trunked system is currently supporting only analog voice. For those of you who are curious, MDT data is transmitted on conventional 800 mhz frequencies and not over the trunked system - and it cannot be decoded with any programs you may find on the Internet, so don't bother.

- The red frequencies are rotating control channels. As such you should make sure and program all four of those frequencies in your scanner, even if you are configuring your scanner for control-channel only trunking mode. The control channel rotates every 24 hours or so.

Some agencies have their own talkgroups. Agencies without their own talkgroups can be found on one of the division talkgroups.
Certain agencies including Steubenville PD, Toronto PD, and Steubenville FD have their own dispatchers as well. Other agencies rely solely upon Jefferson County 911 Center for dispatch.
In addition to public safety agencies you will find school buses for Toronty City Schools, Buckeye Local and Indian Creek on the system.
