Both entries for FD (1 & 2) are needed as it is a 3-tone page-out. FD1 group tone 688.3hz is sounded for about 3 seconds, immediately followed by FD2 which sounds 1901.0 Hz for 1 second and 1036.0 Hz for 3 seconds. This is the only way I've found to get it working on a Uniden BCD396T.

Their pager dispatch frequency is 155.940, but they use the TAC frequency for dispatch coordination. Vermillion Clay County ambulance also uses VERM EMS SDTRS TG 21728 for transfers to Sioux Falls
