Baltimore City is migrating to a new P25 system. Fire units switched on 4/4/2011 and police units switched over on 4/7/2011

Ft. McHenry
It appears that the Ft. McHenry radios are using talk groups in addition to a P25 NAC. Setting the frequency in a BCD-296XT as a P25 system, and in ID Scan Mode, was the only way monitoring seems possible.
