The W.E. Sears Youth Center was the first open-dormitory juvenile correctional facility in Missouri. Isaiah Ware January 8, 2021
In 1957 the Missouri legislature passed the Unified Court Act which gives the juvenile court jurisdiction over every case relating to “delinquency and status offenses, abuse and neglect, and adoption.” Courts must try to reduce out-of-home placement of juveniles and consider the "least restrictive punishment alternative".
With the help of the new legislation, the W.E. Sears Youth Center was opened in Poplar Bluff in the early 1970s and was the first dormitory-style juvenile correctional facility in Missouri. It promoted a more positive, collaborative culture amongst the juveniles than traditional correctional facilities. It was initially an experimental facility to test out the effectiveness of this style until further funding was provided. Although some funding bills were denied initially, the juvenile budget was at a whopping $60 million by 1985 and Missouri continued to build more dormitory-styled facilities with the help of the Missouri Division of Youth Services.
This was just one piece of the foundation for the Missouri Model, a more rehabilitative juvenile correctional strategy that focuses on education and preventive measures to turn juvenile offenders’ lives around. The Missouri Model is highly effective! According to ‘The Annie E. Casey Foundation’, 85% of Missouri juveniles were either employed or pursing their education after their release.
