Richmond Capital Region - Radio System History

The Richmond Capital Region is the geographic area in Central Virginia which surrounds the Commonwealth's capital, the City of Richmond. Beginning in the year 2000, Chesterfield County, the City of Colonial Heights, the City of Richmond and Henrico County partnered in an initiative for a regional radio system. The result was a 3 zone Motorola SmartZone trunking system. As user agencies of this radio system have grown over the last 2 decades, as has the demand for talkgroup & frequency capacity, while support from the vendor has diminished due to the system's age, and lack of compatibility and standardization with new equipment.

Richmond Capital Region Radio System Replacement

In 2015, Chesterfield County, the City of Colonial Heights, the City of Richmond, Hanover County, and Henrico County partnered together and launched an initiative for a new Project 25 Phase II trunking system dubbed as the "Capital Region Radio System". A request for proposal was published and the project was awarded to Motorola Solutions, Inc. The new system will replace the existing SmartZone network, and link to Hanover County's existing 15 cell P25 trunking system via an Inter RF Subsystem Interface (ISSI). With ISSI, subscribers from Chesterfield, Colonial Heights, Henrico and Richmond will be able to seamlessly roam onto Hanover's system as if they were on their home system, and the same with Hanover's subscribers to the other participating jurisdictions.

The project has had many serious delays since 2020, but is expected to be completed by approximately 2026. Once completed, the system will have a total of 51 sub sites/cells (towers) across all 4 sites. The system will have 2 radio frequency sub system controllers (zone controllers), one serving Chesterfield/Colonial Heights/Henrico/Richmond, and the other serving Hanover County. Sites across the system will share the system ID of the existing Hanover County system, 02AA.
