Metro Washington Council of Governments
From The RadioReference Wiki
Metro Washington Council of Governments (MW COG) is made up of 24 local governments surrounding the Nation's Capital. The Metropolitan Washington region covers approximately 3,000mi², with well over 5.2 million people and 3.2 million jobs or more. Originally established in 1957 by local Cities & Counties to deal with Regional concerns including growth, housing, the environment, public health & safety, and transportation. MWCOG is an independent, nonprofit association. COG helps the coordination & integration of regional issues among local governments in Maryland, Virginia and the Washington DC. Also, known as WashCog, MWCOG, not to be confused with the Joint Nation Capital Region (JNCR) System, though all jurisdiction do indeed encompass the Nation's Capital.
Jurisdictional, Mutual Aid Pre-Fix Numbering
Metropolitan Washington Council of Governments jurisdictional numbering system gives individual numerics for each major jurisdiction involved. After September 11, 2001 the grander discussion of Mutual-Aid in a large-scale-event was discussed, after, several surrounding jurisdiction voluntary showed up to the Pentagon on the day of September 11, 2001, and following days. With this, came many Departments/Companies having the same exact voiced identifiers, causing logistal nightmares on many levels . This brought to the fore-front: the necessity to have each jurisdiction have a pre-fix identifying number(s), not only allowing, CAD based operations fuller flushing out, without additional notes. Also, it ultimately allowed a spoken-word reduction, to either 1 to 2 spoken numbers, i.e. "Metro Washington Airport Authority" to just "3--". These came out of numerous sub-committees like the Human Services and Public Safety Policy Committee (HSPSPC) and the Emergency Preparedness Council (EPC) which helped put together and maintains the National Capitol Region Communication Interoperability Group (NCR CIG).
Jurisdictions(##), Station (##) use corresponding numerics and Apparatus (X) alpha tagging. They are most often used in Mutual Aid Calls (for Multi-Jurisdiction Responses). Alpha tagging primary, secondary, (and possibly even tertiary) apparatus from a single responding department use A, B, and C; to quantify specific-apparatus-type from a station, but often fail to qualify what kind of apparatus may be needed/required, i.e. Engine 3-33A could be one with Rescue capabilities or it could be that the Rescue Engine is out of service, and the current 3A is the Engine from 33 with the large diameter hose. Often making long-winded spoken-words still necessary, and uneasily clarified with a Dispatcher(s) with no Fire Service background.
