Texas Statewide Interoperability Coordinator
- Texas Statewide Interoperability Channel Plan (Rev 15, January 25, 2013)
- DPS Report on Interoperable Communications to Texas Legislature (August, 2012)
- Texas Statewide Communications Interoperability Plan (Rev 1.5, August 25, 2010)
Current Channel Plan Effective 1/1/2013
- The national interoperability channels were removed from the Texas Common/Shared database page leaving the Texas-only interoperability channels. The tables below contain all TSICP frequencies.
- Several national channels are not included in the TSICP.
- The low band channels LLAW1-LFIRE4 are not part of the TSICP.
- VTAC17 and VTAC17D are not part of the TSICP. They are VHF marine channels and cannot be used in most areas of Texas.
- 7CALL70 and 7CALL70D are not part of the TSICP.
Scanner users should program the frequencies below with no tone and the mode set to receive both analog and digital transmissions to reduce the possibility of missing communications.
VHF Analog
- All radios should transmit and receive PL 156.7 on TXCALL1D and TXCALL2D.
- All radios should transmit PL 156.7 and receive carrier squelch (CSQ or no tone) on VCALL10 - VLAW32 unless PL decode is necessary due to interference.
- End user radios should transmit PL 136.5 and receive carrier squelch (CSQ or no tone) on VTAC33 - VTAC38. Repeaters should transmit CSQ and receive PL 136.5.

Future Plans
In an effort to consolidate information about the implementation of future radio systems, specific to certain areas, this section will be open for revision, citing information from documents linked above and external sources, in order to better guide discussion.
When posting information, please relate it to the specific area (City, County, Multi-County or Council of Gov't), and reference where the information was found.
Fort Worth Regional Radio System Master Plan
Eventually the current trunked systems in Fort Worth, Northeast Tarrant, Arlington, Grand Prairie and Mansfield are planned to become part of this system. It will cover most of Tarrant and Johnson Counties and be interoperable with the NCTCOG P25 Overlay and City of Dallas P25 systems.
Harris County Regional Radio System, HCRRS
HCRRS is implementing a Motorola SmartZone 7.X, P25 compliant 700/800 MHz wide area trunking system. The Disaster Recovery Site in Conroe, Texas, serves as the Emergency Operations Center. This trunking system will serve a 13 county area, within FCC's Region 51 planning zone. These counties are: Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, & Wharton. The implementation is broken down in to four phases, outlined below:
- Phase 1- Add microwave link radio connectivity to all existing SmartZone 4.1 Sites and ASTRO P25 Repeater Sites.
- Phase 2- Implementation in Counties:
- Brazoria County (Multicast/Simulcast)
- Chambers County (Multicast)
- Fort Bend County (Simulcast)
- Galveston County (Multicast/Simulcast)
- Harris County (Multicast/Simulcast)
- Waller County (Multicast)
- Phase 3- Implementation in Counties:
- Liberty County (Multicast)
- Montgomery County (Simulcast)
- Walker County (Multicast)
- Phase 4- Implementation in Counties:
- Austin County (Multicast)
- Colorado County (Multicast)
- Matagorda County (Multicast)
- Wharton County (Multicast)
Houston Urban Area Security Initiative
According to Texas PSIC Grant Awards as of September 30, 2008, (page 4), Houston will be migrating to a 700/800MHz P25 trunking system, incorporating 10 sites with repeaters and simulcast equipment. This will support full interoprability with Harris County Regional Radio System.
San Antonio Urban Area Security Initiative
According to the AACOG grant worksheets linked above, San Antonio will be implementing a P25 700MHz overlay, capable of interoperability with Texas DPS, the future 700MHz I-37 Corridor Project to Corpus Christi, the future 700MHz I-35S Corridor Project to Laredo, the future 700MHz LCRA overlay and the Live Oak P25 800MHz trunked system. By interconnecting with LCRA through a 700MHz overlay, San Antonio plans to achieve interoprability with Austin, and through Austin, HCRRS and ETMC.

- Due to the FCC Narrowbanding order, these channels cannot be used after 12/31/2012.
- In 2004 the national narrowband VHF, narrowband UHF, 700 MHz and 800 MHz interoperability channels were added to the original plan.
- In 2009-2010 the national interoperability channel names were changed to reflect the APCO/NPSTC standard channel names.
