MDICE - METCAD DIGITAL INTEROPERABLE COMMUNICATIONS ENVIRONMENT
All public safety agencies in Champaign County are using the MDICE system as of September 28, 2008.
- Most of the police talkgroups (excepting the UIPD/UPD/Sheriff Dispatch talkgroup, Champaign PD Dispatch, Rantoul PD Dispatch, Parkland PD Dispatch, Courthouse Security and some of the event talkgroups) are 100% encrypted.
METCAD Public Safety agencies migrated from VHF/UHF to a state-of-the-art Project 25 TRS simulcast system in late 2007 and early 2008. For more information about this system:

Implementation Timeline
- March 23, 2007 - new 285' tower is erected at METCAD
- March 27, 2007 - METCAD granted FCC license for the new MDCIE system WQGQ800
- May 23, 2007 - System begins transmitting and first transmissions are heard on TG: 21002
- June 2007 - Testing continues daily on TG 21002
- June 18, 2007 - METCAD posts the public safety talkgroup layout on its website
- August 21, 2007 - Sheriff's Department is now using MDICE radios ('Patrol 2' - TG 21501) which is cross-patched with 453.900/453.150.
- August 26, 2007 - Nearly all the Urbana PD and U of I PD officers are using MDICE radios, but their TG is still simulcast over 453.900/453.150. There is currently one full-time patch between UHF and MDICE, and two others as needed:
- 453.150/453.900 = PATROL 2 (21501) {full-time}
- 453.975 = INCIDENT 3 (22503) {as-necessary}
- 453.250 = INCIDENT 4 (22504) {as-necessary}
- September 24, 2007 - Champaign PD is now using MDICE exclusively with dispatch on PATROL 1 TG 21500. 453.400 is now silent.
- October 23, 2007 - 453.150 is no longer simulcasting MDICE. Unsure of exactly when this quit, however, 453.900 still simulcasts Patrol 2 from MDICE.
- November 14, 2007 - It's been noted that the 453.900/PATROL 2 simulcast is no longer active. 453.900 is now silent.
- November 29, 2007 - TG 21532 "COURT SECURITY" is now being used by the deputies covering the courthouse.
- December 17, 2007 - Parkland College PD now uses MDICE TG 21505.
- January 29, 2008 - Urbana and Champaign Fire moved operations to MDICE this morning. Paging still occurs on 154.070 which isn't simulcast on MDICE. Fire responses have been on TG 22000 FIRE OPS 1.
- January 30, 2008 - 154.070 is being simulcast onto TG 22012 FIRE DISPATCH
- Spring 2008 - Weather spotters are now using MDICE TG 21204 WEATHER for storm spotting reports
- August/September 2008 - Testing is ongoing on TG 22006 FIREGROUND 5 with rural fire departments trying out their new radios.
- August 31, 2008 - METCAD has updated some of their talkgroup listing at their scanner information page
- September 9, 2008 - Rantoul PD moved to MDICE TG 21504.
- September 28, 2008 - Rural Fire Departments began using MDICE, all Public Safety agencies across Champaign County are now using MDICE (Source: METCAD)
- September 28, 2008 - Rantoul FD is now using MDICE
- September 29, 2008 - Urbana Public Works, who formerly used the 453.525 repeater, began using MDICE TG 22705
- October 7, 2008 - Urbana Parking Enforcement Division, who formerly used the 453.525 repeater, began using MDICE TG 22714
- October 15, 2008 - Champaign and Urbana Public Works are scheduled to join MDICE by this date.
- May 8, 2009 - Pro Ambulance using MDICE TG 22018 for its operations
- May 13, 2009 - METCAD was rebanded -15 MHz. Outputs are now 851-854 MHz rather than 866-869 MHz.
- August 7, 2009 All Fire Paging for whole county including Champaign and Urbana on 154.250.

Champaign PD
- As of September 24, 2007, Champaign PD is using MDICE for all their operations.
Their dispatch talkgroup TG 21500 'PATROL 1' IS NOT simulcast on 453.400 however. All UHF usage is over. For emergencies or car-car, the units will use TG 21506 PATROL OPS 1 (which is encrypted). During events, if they are not on PATROL 1, they will use INCIDENT 4 or one of the other INCIDENT talkgroup.

The ambulance will communicate with either Carle or Provena Hospitals on MERCI 155.340 with a PL tone of either 186.2 or 210.7. The hospitals transmit back on 155.340 in CSQ.

Since 444.100 is used for other purposes during regular weather, it is best to lock it out in your scanner until the weather turns severe. 155.115 (131.8) is used solely for EMA purposes. The 155.040 (131.8) repeater is no longer used for weather spotting purposes.

U of I Police and Fire
- As of August 24, 2007, U of I PD is using MDICE for all their operations.
They are dispatched by METCAD on talkgroup TG 21501 'PATROL 2' which IS NOT simulcast on 453.900 however. All UHF usage is over. For emergencies or car-car, the units will use TG 21506 PATROL OPS 1 (which is encrypted). Some details will use one of the encrypted INCIDENT talkgroups (INCIDENT 5-8). During sporting events, concerts, and parades, U of I PD use MDICE TG 22503 'INCIDENT 4' while at events. - PATROL 2 is shared with Urbana PD (300s and 400s), County Sheriff's Department (500s) and Rural PDs (6___#). 100s are U of I patrol officers, 200s are U of I command officers.
- Fire dispatch is provided by Champaign and Urbana Fire Dept's on MDICE with pages simulcast on 154.250 (131.8).

Each year around the first weekend of March, many college students celebrate an unofficial drinking holiday called "Unofficial St. Patrick's Day". This year Unofficial is taking place March 6, 2009.
- 10:00am - PD on the detail are using MDICE TRS INCIDENT 4 at Unofficial. Prior to 10am, units were using their primary channel. Champaign Fire had some units doing occupancy checks as well on INCIDENT 4.
- 2:45am - command post terminated and all units returned back to their primary channels.
- 462.950 (186.2) PRO Ambulance - responding to drunk subjects
- 155.340 (186.2) MERCI - hospital<>ambulance communications
Unofficial St Patrick's Day 2008
This year Unofficial is taking place over two days: February 29 - March 1. Security from the Assembly Hall will be helping campus police this year (source), so monitoring 463.350 (DCS506) might be worthwhile (this freq had 139 hits on Friday according to Arc246's log, unknown if it was Unofficial related). ISP will also be assisting patrol Unofficial (source). Some activity on Starcom21 TG 13020 'D10 DETAIL A' was noted on 2/29/08 and probably related to Unofficial. For coordination between ISP and METCAD agencies, I'd expect it to be on 155.055 IREACH (at least one transmission was heard on IREACH that could have been related). A News-Gazette article reported that Illini EMS provided medical assistance. They use 451.450 (DCS 131) but it's unknown if there was any Unofficial radio traffic on there. I forgot to monitor to the City of Champaign TRS to see if any of their departments were using it. No activity has been noted on the old 453 MHz repeaters during the 2008 event.
- CPD, UIPD, CFD inspectors and UPD in the campus area are using MDICE TRS TG 22503 INCIDENT 4 and have been doing so since 10am on 2/29/08 until after the bars closed. This is the most active and most worthwhile channel to monitor.
- 154.070 (131.8) METRO FIRE DISP {medical dispatches}
- Both PRO and Arrow have been handling various medical calls and I didn't pay close attention to which ones were responding to campus area calls (I know PRO was handling campus calls). Both ambulance companies use MERCI 155.340 to call the hospitals on a regular basis so it's assumed they are using MERCI over Unofficial weekend.
- MDICE TG's: 22504, 21515, 21526 were all recorded by Pro96com on 2/29/08 but since these TG's are encrypted it's unknown if these were related to the detail or not.

- Close Call caught 451.800 which is probably the 451.800 (754) audio techs heard last year at the Sweet Corn Festival. No other Close Call hits or definitive radio usage noted.
- I would image initial set-up by Urbana Public Works would have been on MDICE TG 22705 "Urbana Public Works" talkgroup although I didn't monitor for that

2009 confirmed scanner frequencies for the annual Taste of C-U held at Westside Park:
- 856.7375 (77.0) [repeater] Champaign Park District - Taste of C-U set-up/administrative operations (referred to as "ch 3" or "ch 2" in some newer radios)
- 158.400 (627 DPL) simplex - Taste of Champaign workers (heard via Close Call). Believe these are the Mag One Motorola BPR40 radios that the park district has been observed using. More of these radios were seen at the 2009 event compared to the 800 MHz radios seen at past Taste of Champaigns.
- Champaign PD uses the MDICE TRS PATROL 1 TG 21500
- Arrow Ambulance had personnel at the event

- CloseCall found 151.090 (67.0) which is probably C-U Public Health's 151.0925 simplex channel since I did see some of their people at The Taste
- CloseCall also got a hit on 467.975 (179.9) which is Arrow Ambulance's repeater input. Arrow does have an ambulance staged there
