Alameda and Contra Costa counties encompass a land area of over 1,500 square miles with a combined population of over 2.5 million people.  The East Bay Regional Communications System consists of 10 cells (6 simulcast, 4 stand-alone) with a total 38 sites.  The system is a P25 compliant communications system that is capable of providing fully interoperable communications to all public agencies within three counties.  The system is designed and sized to offer participation to adjoining counties, as well as State and Federal agencies.  The EBRCSA is part of the [http://www.bayareauasi.org/default.aspx Bay Area UASI], and has been working closely with regional partners to ensure region wide interoperability.

A digital microwave system, linking all the sites to the master site controller, has been installed.  All six simulcast sub-systems (Sites 1-6), and four stand-alone sites (Marsh Creek, Crane Ridge, Vallejo Courthouse, Vallejo Hiddenbrooke) have been completed. Four planned stand-alone sites (Niles Canyon, Crockett, Gwin and Station 53) were deemed unnecessary during coverage testing and have been canceled.

Many agencies have fully transitioned and are active on both the Alameda County sites and Contra Costa sites. The cities of Benicia and Vallejo in Solano County have also joined EBRCS.
  
The Richmond Dispatch Center provides dispatching for Richmond Police, Richmond Fire, El Cerrito Police, El Cerrito Fire, San Pablo Police, and Kensington Police.
