Monitoring

Currently the only ways known to monitor and/or decode a Phase 2 talkgroup are:

1. Use a PSR-800;
2. Use a scanner with a discriminator tapped scanner, and Digital Speech Decoder software;
3. Monitor the Control Channel with utilities such as Pro96Com
