- This system is believed to have replaced the 4B1D analog system. However, unsure whether this is actually FCI Elkton or some other FCI in East Ohio / Western PA. Most information was garnered in 2007-2008. The 4B1D system appears to have been off the air for at least the past year. This system appears to have all digital talkgroups. More information about this system is currently being obtained.
