Introduction
The Wisconsin Interoperable System for Communications (WISCOM 800) is Wisconsin’s next-generation statewide public safety radio system. It represents the full replacement and modernization of the legacy WISCOM VHF network.
WISCOM 800 is designed and deployed by L3Harris under contract with the State of Wisconsin and is administrated by the Wisconsin Department of Military Affairs – Office of Emergency Communications (DMA–OEC) and maintained by the Wisconsin Department of Transportation – Bureau of Network Engineering and Data Infrastructure (DOT‑BNEDI).
The new system uses a hybrid 7/800 MHz P25 Phase 1 & Phase 2 architecture along with a VHF conventional overlay. It provides statewide interoperability for daily operations, major incidents, and coordination across local, county, tribal, state, and federal public safety agencies.
System Overview
WISCOM 800 operates in six interoperability regions, each upgraded in phases. The system’s design provides:
- 95% mobile coverage across all regions
- 95% portable outdoor coverage in designated daily‑use counties
- Statewide VHF conventional interoperability via VCALL10, VLAW31, and VMED29
