Province wide Systems/Info/Programming Instructions
Programming your Uniden scanner for Bell Mobility Radio's Fleetnet system
This FAQ applies to the BC-780, BC-785D, BC-250D, BC-296D, BC-796D ONLY. See further below in this thread for instructions on the BC-396.
This FAQ assumes that you've set the digital audio quality parameters properly before starting. If you have problems receiving the digital talkgroups, check your digital audio parameters.
This FAQ only details how to setup Trunk Search mode. If you with to use Trunk Scan mode, you will need to determine which talkgroup id's you wish to listen to and program them in accordingly.
Before getting started, determine which system you wish to listen to and which site.

Although you can put more then one site in a bank, this FAQ will only deal with one site per bank.
Write down the frequencies for the site you closest to you and note which frequency is the control channel (red) and which is the alternate control channel (blue). This will aid in troubleshooting later.
Now, on your scanner press "MENU" to put you into Menu Mode.
Scroll down using the "HOLD" or "LIMIT" keys or press the number "2" to select SCAN OPTION.
Press "2" to enter TRUNK programming mode.
You will be asked to select the bank in which your trunk system will be entered. Use the "HOLD" or "LIMIT" buttons to scroll through the banks or if you know which bank you want, press the corresponding number on the numeric keypad. We'll assume Bank 1 and press "1" to start programming up Bank 1.
The first thing we'll do is enter the information that allows the scanner to follow the system:
Press "1" or just hit "E" to enter TRUNK TYPE. Hit "1" or "E" again to turn trunking on.
Scroll down (LIMIT) or press "5" to select TYPE2 VHF trunking.
The scanner now needs to setup the VHF trunking system parameters. Hit "E" to enter the BASE CONFIG 1.
Press "141.015E" to enter the BASE FREQUENCY 1. Press "15E" to enter the SPACE FREQUENCY1. Press "380E" to enter the OFFSET CHANNEL1 (or just press "E" to leave it at the default which is already 380).
Press "E" to setup Base Config 2. Press "151.730E" to enter BASE FREQUENCY 2. Press "15E" to enter the SPACE FREQUENCY 2. Press "579E" to enter the OFFSET CHANNEL2.
Press "E" to setup Base Config 3. Press "154.320E" to enter BASE FREQUENCY 3. Press "15E" to enter the SPACE FREQUENCY3. Press "632E" to enter the OFFSET CHANNEL3.
Currently most sites use only the first range of frequencies. However, the Toronto site in Zone 1 is using one frequency in Range 2. It's expected that as the system grows, frequencies in the 2nd and 3rd range will be used. Since the programming of the 2nd and 3rd range are trivial, you might as well put them in now.
Press "MENU" 3 times until you see the TRUNK TYPE menu again.
You now need to enter the frequencies for the site (you did write them down didn't you?). This will tell the scanner that these frequencies are in use for this trunk site.
Press "2" to select TRUNK CHANNEL. Press "E" if you are sitting on the first channel you wish to store a frequency in or scroll to it (HOLD/LIMIT) or enter it directly by entering the channel number directly on the keypad and pressing "E". We'll use channel 1 so press "1E"
You should now see 1:FREQUENCY as the first menu item. Press "E" and enter the frequency using the keypad and end with "E". If you were programming 142.5000 into channel 1 you would press "142.5000E".
We'll leave the alpha tag empty (you can do that later) so just press "E" to bypass it.
The scanner will ask for another channel to store your next frequency in. Press "2E" to select channel 2. Press "E" and enter the next frequency from your list. Press "E" to skip entering the alpha tag.
You will need to do this frequency entry routine for each frequency listed for the site.
Once you have repeated this enough times to store each frequency for the site, press "MENU" to exit back to the main trunk programming menu.
If you wish to setup a delay, press "4" to select 4ELAY and scroll through the choices. Press "E" when you've reached the one you want.
Press "9" to select 9:I-CALL and press "E" to turn it on. This will allow you to hear I-Calls although they are very rare on the Fleetnet system.
Press "0" to select 0:STATUS BIT and "E" to turn it on. This will make sure you aren't confused by the extra digits shown when status bits are broadcast with talkgroup calls.
Hit "SCAN"
You should be able to see your scanner pause on the control channel (the one in red from the database). If it doesn't then you need to check a few things which we'll deal with in a minute.
If your scanner says ID SCAN in the top left when it pauses on the control channel then you need to switch it to ID search. This is necessary since we didn't enter any talkgroups. Press and hold "TRUNK" until your scanner says READY TO ID SEARCH.
Now when it pauses, it should say ID SEARCH in the top left.
If there's any activity, the scanner should stop and show you the talkgroup id and you should be able to hear what's going on.
If your scanner doesn't pause on the control channel, then press "HOLD". Press the channel number of the channel containing the red frequency and then press "HOLD" again. This should take you to the channel containing the red frequency. Make sure there's an M just to the left of the channel number. Also turn the squelch down and make sure you can hear continuous control channel noise. If you can't hear control channel noise then check the alternate control channel (blue) for control channel noise.
If you cannot hear control channel noise then you'll probably need to explore other options such as a closer site or something to improve your reception.
BCD396T
This FAQ applies to the BCD396T. I believe the BC246T is similar in programming however I do not have one to try.
This FAQ assumes that your digital audio settings are ok. The defaults used when setting up the system should work fine however you should probably touch them up afterwards as I find the default setting isn't the best.
This FAQ only details how to setup Trunk Search mode. If you with to use Trunk Scan mode, you will need to determine which talkgroup id's you wish to listen to and program them in accordingly.

Write down the red and blue frequencies for the site you closest to you. These are the control channels (primary and alternate) that the scanner will need to track the system.
Now, on your scanner press the MENU button located on the left side of the scanner to put you into -- MENU -- mode.
Your scanner should now be sitting on the Program System menu option. Press "E" to enter the System Programming menu.
If you already have systems entered in you will use the scroll knob (located on the top of the scanner) to select the New System menu entry. One turn counter clockwise should do it. Press "E".
You will now be at the Select Sys Type menu. Here you will rotate the scroll knob and select MOT and press "E".
Scroll to the VHF band entry and press "E".
Your scanner will ask you to confirm the entry by pressing "E". Your scanner should show Processing Wait, Please while it creates the system.
The scanner will give your system a name of System XX with an M on the far right of the display which denotes Motorola trunking. If you wish to change the System Name, use the Edit Name option. I'll let you RTFM to figure out how.
Scroll to the Edit Sys Option menu item and press "E".
Scroll to the Edit Band Plan menu item and press "E".
Your scanner should be sitting on Band Plan 1. The following steps will enter the 3 frequency ranges used by Fleetnet. This will allow your scanner to convert the channel numbers sent over the control channel to actual frequencies.
Currently only 1 site is using a transmit channel outside of Band Plan 1. However, since programming in all 3 band plans only takes a few minutes, you might as well take the time now and you'll be ready if they implement channels in Band Plans 2 and 3 later on at the site you have chosen.
Press "E" to start entering in the base, spacing and offset for Band Plan 1.
Press "141.015E" to enter the base frequency for Band Plan 1. Scroll to the 15.0 kHz entry and press "E" to enter the channel spacing for Band Plan 1. Press "E" to select the default Offset of 380 for Band Plan 1.
Your scanner will now be sitting on Band Plan 2. Press "E" to start.
Press "151.730E" to enter the base frequency for Band Plan 2. Scroll to the 15.0 kHz entry and press "E" to enter the channel spacing for Band Plan 2. Press "579E" to enter the Offset of 579 for Band Plan 2.
Your scanner will now be sitting on Band Plan 3. Press "E" to start.
Press "154.320E" to enter the base frequency for Band Plan 3. Scroll to the 15.0 kHz entry and press "E" to enter the channel spacing for Band Plan 3. Press "632E" to enter the Offset of 632 for Band Plan 3.
This concludes the Band Plan programming. Press Menu to go back to the System Options menu.
Scroll to the Set I-Call menu item and press "E".
Scroll to the On menu item and press "E". I-Calls are private calls between two radios on the system. I-Calls on Fleetnet are very rare so don't be surprised if you don't hear any.
Hit the Menu button to escape back to the main System Menu.
Now we need to tell the scanner what the control channels are for the site you want to listen to.
Scroll to Set Frequencies and press "E".
Press "E" again to enter a New Frequency.
Punch in the red frequency and press "E". The scanner should say Processing Wait, Please. This tells the scanner what the primary control channel for the site is.
Press Menu to escape back to the Sel Frequency menu.
Scroll to New Frequency and press "E".
Punch in the blue frequency and press "E". The scanner should say Processing Wait, Please. This tells the scanner what the secondary control channel for the site is.
Only one control channel at a time is active on a site. If the primary fails, the site will switch over to the secondary.
Press Menu twice to escape back to the main System Menu.
Now we'll set the system modulation.
Scroll to Set Modulation and press "E". Scroll to NFM and press "E".
At this point you should be able to press "Scan" and the scanner will start scanning. You should see the scanner briefly stop on the System and display ID Search. One of the control channel frequencies should show on the 3rd line. If there's any activity then the scanner should stop and display the talkgroup id (in decimal) on the 2nd line.
If you are having problems, you can manually go to the control channel frequency and check the signal strength.
Press "Hold" to stop your scanner from scanning. Hold down the Func button on the side of the scanner and press "7" (rcl). Use the scroll knob to select the system you just entered. Press "E" to select it, "E" again to select the system frequency and "E" again to select the channel. At this point you should be sitting on the red control channel frequency.
You should be able to hear control channel noise. The display will show Hold on line 1, SID:782Dh-0002** on line 2 and the red frequency on Line 3 alternating with any active talkgroup id's
- Note: replace 782D with the System ID of the appropriate system. 782D for Zone 1, 822F for Zone 2 and 8230 for Zone 3. Replace 0002 with the Site number of the site you are listening to. For example, somebody listening to Site 3 of Zone 2 would see SID:822Fh-0003.
If you are unable to hear any control channel noise, rotate the scroll knob to select the other control channel frequency (blue). If you cannot hear anything, then you might be out of range of that site.
Programming your Pro-96/Pro-106/PSR-500 for Fleetnet
- Select a channel in the bank you wish to use for Fleetnet (typically the 1st channel of the bank) - Press FUNC TRUNK - Press the MODE button to select Motorola - Press FUNC 2 Enter 141.015 as the base, followed by ENTER Enter 380 as the Offset, followed by ENTER Use the UP or DOWN buttons to adjust the Step size to 15.0 KHz Press Enter to store the settings - Press FUNC 3, then use the UP or DOWN buttons to set the 3600 CC Mode to TABLE, followed by ENTER - Press MAN to exit the trunk settings - Now press PGM and enter a nearby control channel frequency: ie – London – 142.665, then ENTER - Press MODE to set the channel to MO
Hit scan! You can now start storing and tagging active talkgroups (refer to the manual for instructions on this)
One other note... If you are trying to monitor the Toronto tower, that requires setting up multiple different Trunking Table settings, which can only be done thru Don Starr's excellent Win96 software.
I've seen a few users asking for direction on getting these radios up and running by hand on Fleetnet so here is a quick step thru:
- Hit PGM, then FUNC GLOB - Scroll down to 138-174 5KHz... make sure its set to Yes, save the changes - Now go PGM, NEW, TGRP - Pick your scan list # - TSYS - New, System type is MOT VHF/UHF - Frequencies: Hit SEL then enter the Primary and Alternate control channels for the sites you want. Hit Save when done - T Tables: Hit SEL, then SEL again to select Table 01
- For Table 01 enter: Lo Chan 380, Hi Chan 759, Offset 380, Base 141.0150, Step 15. Hit Save when done.
- For Table 02 enter: Lo Chan 380, Hi Chan 759, Offset 579, Base 151.7300, Step 15. Hit Save when done.
- For Table 03 enter: Lo Chan 380, Hi Chan 759, Offset 632, Base 154.3200, Step 15. Hit Save when done.
- Save all your changes, and start entering talkgroups (or just use a group wildcard to test your settings)
These basic settings should get you up and running. After confirming these settings work, then carry on and play with some of the other settings if you like (MultiSite, etc etc). I would recommend saving your working settings to a V-Scanner folder before messing around with the other options too much.
Perhaps an Admin can make this a sticky as well.
Fleetnet Towers and Talkgroups
Hamilton Fleetnet Tower
Location: This tower is located in the city of Hamilton in the downtown core on Charlton Street, near St Joseph Hospital on top of one of the cities tallest buildings.
Coverage: To the east it is strong along the QEW until the Oakville/Burlington border using a rubber duck. You might want to switch to Welland/Fonthill or Mississauga in these areas. To the north this tower works well in Flamborough but a switch to either of Guelph’s towers is in order in the further northern regions of the city.
This tower works well along the QEW thru Grimsby but drops off shortly thereafter, switch to Welland/Fonthill at this point.

Dyers Bay Fleetnet Tower
1) Location: Dyers Bay is located in the township of Northern Bruce Peninsula in Bruce County Ontario, between the hamlets of Ferndale and Tobermory.
2) Coverage: This tower covers areas to the north of Wiarton, south of Ferndale (Hwy 6 & Co Rd 9) coverage weakens. Due to the heavy vegetation and rocky terrain you can be very close to this tower and not receive it. A good antenna is advised.

- All radio activity on tgs 8224, 8352 and 8400 has been patched. It is essential to enter in all of these talk groups in order to listen to the activity.
- Bruce 6 Romeo units cover areas on the peninsula. There are 3 detachments:
- Wiarton (South Bruce Pen)
- Lions Head (Old Eastnor Township)
- Tobermory (Old St Edmonds Township) Tobermory’s office is seasonal).
- South Bruce 6 India units cover Bruce County. Detachments are in Walkerton and Kincardine.
- North Grey 6 Lima units police areas of the county not serviced by local police departments such as Hanover, West Grey and Owen Sound. Detachments are located in the following communities:
- Chatsworth-Located to the south of Owen Sound where Provincial Highways 6&10 meet.
- Meaford-Located on Georgian Bay in the eastern part of the county.
- Markdale-Covers southeastern Grey County along Highway 10.
B) Activity. You will hear more activity for 6Lima and 6India units as there is a larger full season population. Most of the 6Romeo activity is centered on the Wiarton and Sauble Beach areas.
- Back in the summer of 2004 the talk groups were patched to include talk group 8288, 6Charlie & 6Q First Nations in Haldimand County 100’s of kilometers to the south.

Mississauga Fleetnet Tower

The Mississauga Fleetnet Tower Site #009 is located on Britannia Road just west of Hurontario Road just south of Highway 401 in the city of Mississauga.
This tower has a strong signal I find especially at high elevations and in my opinion carries better to the west than to the east. Perhaps the great buildup of Toronto to the east weakens this towers signal some. Coverage generally then extends from Toronto to the east and to Halton Region to the west.

The Ontario Provincial Police (OPP for short) patrol the provincial highways throughout Peel Region. You will see their new white & black cruisers on the following highways: 401, 403, 427, 407, 410 in Peel Region.
Talkgroups 8656: 5 Lima units patrol Electronic Toll Road (ETR) 407 thru Peel region. You will also hear Aurora 5 Bravo units patrolling York Region and 5 Alpha and 5 Yankke units.
Talkgroups 8704 and 8752 are multi-selected or patched talkgroups. 5 India units patrol Peel Region highways save the 407. These units origniate from the OPP's Port Credit detachement in the southern end of Mississauga. Generally, the boundaries for Port Credit are: Renforth/Highway 427 to the east, Lake Ontario to the south, Dundas Street (Halton Region) along Highway 403 to the south west and along Highway 401 to Guelph Line or Highway 6 in the north west.
Cambridge 5 Echo units patrol provincial highways in Waterloo Region.
Talkgroups 8672 & 8736 are also multi-selected (patched?) talkgroups covering the Niagara Region & Halton/Hamilton. 5 Golf units patrol the provincial highways (QEW South of Casablanca, Highway 420 & 406)in Niagara Region from their HQ in Niagara Falls while 5 Charlie units cover the region of Halton and the city of Hamilton's provincial highways.
Talkgroups 8720 & 8768 cover the City of Toronto (5 Foxtrot) & Durham Region (5 Kilo) to the east.

Cayuga Fleetnet Tower
Cayuga Fleetnet Tower (Site #11) is located in the village of Cayuga in the city of Haldimand County just to the west of the Grand River off Talbot Road, Highway #3.
What you will hear
All policing in Haldimand is provided by the Ontario Provincial Police (OPP. You will hear 'action' on the following talkgroup dispatched by the comm centre in London: T/G 8288 OPS 06 Haldimand 6 Charlie units police regular Haldimand activity and 6 Quebec units police the Ist Nations Reserves in Haldimand.
While it has been quiet lately in Caledonia, a community in the city along Highway 6 and the Grand River there have been confrontations between natives and Caledonia residents, enough to warrant activity on some of the OPP Tac Channels.
You will hear on occasion calls on either the Niagara 5 Golf or Burlington 5 Charlie talkgroups covering incidents on the Provincial Highways in the Niagara Region, Halton Region and in the City of Hamilton. These units are dispatched by Orillia.

Hints
Cayuga's signal is 'blocked' somewhat by the Niagara Escarpment, called the Mountain in Hamilton. I can 'get' the tower generally at a decent strength from by home base in Burlington. Coverage greatly increases as one goes closer to the tower and on the escarpment/mountain.
