Ontario Local Government

Under Ontario law[1], there are three types of municipalities: Upper-tier, Lower-tier, and Single-tier. Upper-tier municipalities consist of two or more Lower-tier municipalities with services divided amongst the levels. Single-tier municipalities provide all municipal services.

Municipalities may be known as a city, municipality, town, township, or village. Upper-tier municipalities are often called counties or regions. Population or land area are not considered in whether or not a municipality is Lower-tier or Single-tier nor are names associated with either of those items For example, the City of Toronto, population 2.8 million and the Township of Cockburn Island, population 16, are both Single-tier municipalities; the City of Mississauga in Peel Region, population 700,000, and the United Townships of Head, Clara and Maria in Renfrew County, population 267 are both Lower-tier municipalities. Likewise, Upper-tier municipalities can range from 20,000 to 1.5 million people.
