- yes these private security are using illegal modified radios and unauthorized frequencies for decades. They don't even change their (240-250) callsigns when talking on frequencies licensed to the city police department. Tones are the same too...
- not really wise to speculate about "illegal" and "unauthorized." Boardwalk regularly cooperates with PD and is authorized on certain Santa Cruz city frequencies.
